Once associated only with the wealthy, the practice of holding multiple bank accounts is becoming increasingly common among Ugandans looking to manage their finances more efficiently. As financial literacy grows and banking options diversify, many individuals are adopting multiple accounts to serve distinct purposes—such as daily spending, saving, investing, and business operations.

While some people still prefer managing their money through a single account, especially for simplicity, others are turning to a more segmented approach that aligns better with specific financial goals.

A Growing Trend in Financial Strategy

The rise of Savings and Credit Cooperative Organisations (SACCOs) has opened more avenues for saving, but formal banks remain the go-to institutions for many, especially those managing more than one account. Ugandans are increasingly creating separate accounts for different financial needs, such as personal savings, salaries, business income, and investment funds.

Sheilah Anena Manelo, an online clothing retailer in Kampala, says she operates three bank accounts: one for her loan-related business, one for her salary, and another strictly for savings. Flavia Lanyero, an employee at Uganda Breweries Limited, uses two accounts—for expenses and savings—and is planning to open a third for investments.

Benefits of Multiple Accounts

For many, this multi-account system brings structure and discipline to personal budgeting. Designating specific accounts for different uses helps reduce impulsive spending and encourages long-term saving. “I’m terrible at managing money. I’d spend on anything I saw,” admits Lanyero. Having dedicated accounts has helped her better track her spending and meet savings targets.

Multiple accounts also allow consumers to benefit from different features offered by various banks. Some accounts may have higher interest rates or lower fees, while others may come with loan offers or incentives that align with business or personal goals. “My savings account has made it easier for me to access business loans,” Anena notes.

Mitigating Risk Through Diversification

Spreading funds across several banks also reduces dependency on a single financial institution. Technical failures, ATM outages, or sudden bank closures can cause major disruptions if all one’s money is held in one place. Businessman Oscar Lubangakene recalls a weekend incident where he struggled to withdraw money due to ATM failures across multiple branches.

Access to Tailored Banking Products

Some banks offer specialised accounts aimed at specific life goals such as retirement, healthcare, education, or home ownership. By maintaining multiple accounts, customers can tailor their banking experience to better align with these financial milestones.

Challenges to Consider

Despite the advantages, managing multiple bank accounts comes with its own set of challenges. Keeping track of account activity, minimum balance requirements, and maintenance fees can be cumbersome. Anena, for instance, says she has experienced high service charges on all her accounts except her staff account, which is partially exempt from fees.

Infrequently used accounts may also be classified as dormant, potentially attracting penalties or restrictions. Moreover, having several accounts may create a misleading sense of financial stability, leading to overspending. “Discipline and a clear overview of your finances are essential,” Anena advises.

Expert Advice and Best Practices

To maximise the benefits and avoid potential pitfalls, financial experts recommend comparing banks for favorable account terms, automating transfers to encourage consistent savings, and regularly reviewing all accounts. Setting clear financial goals is also key to making the multi-account system work effectively.

While some, like Lubangakene, prefer to maintain a single account to build credit history and streamline access to loans, he emphasizes the importance of discipline: “I rarely touch the money I’ve marked for savings.”

Ultimately, the decision to maintain one or several bank accounts depends on individual financial habits and objectives. What matters most is developing a system—simple or complex—that promotes responsible money management and long-term financial growth.

Since its entry into Uganda in 1998, MTN has evolved far beyond its original role as a voice and SMS provider. Over the years, it has expanded into mobile money, internet services, cloud computing, device retail, cybersecurity, digital advertising, and value-added services (VAS), transforming itself into a comprehensive digital ecosystem—a virtual wallet, marketplace, and communications hub.

However, MTN’s dominant position has sparked a competition paradox: it is both a market participant and a rule-setter. This tension was brought into focus by a recent High Court ruling involving MTN and VAS Garage, a smaller digital service provider.

The dispute arose when MTN blocked VAS Garage from accessing its subscriber base—effectively barring the company from the VAS market—while continuing to offer its own competing services. Both companies operate in the VAS space, which enhances core telecom offerings by providing content such as entertainment, religious material, and news. Smaller providers like VAS Garage depend on MTN’s infrastructure to reach users, making access essential to their operations.

While the court did not resolve whether MTN’s infrastructure qualifies as an “essential facility” under competition law—a status that would require MTN to provide access to rivals—it did find fault with MTN’s actions under contract law. Key legal questions, such as whether alternative access routes existed for VAS Garage, remain unanswered.

By leveraging its dual role as both service provider and gatekeeper, MTN tilted the playing field in its favor. The court likened the situation to a football match in which MTN expelled its rival mid-game while continuing to play and score—a clear conflict of interest.

This kind of anti-competitive behavior, critics argue, harms consumers by limiting their choices. If VAS Garage offered superior services that customers could no longer access due to MTN’s intervention, then the public ultimately pays the price. The very principle of competition law is to safeguard consumer choice, not restrict it.

The consequences could extend to MTN itself. Rather than competing through innovation, the company risks regulatory backlash by stifling rivals. There are growing calls for structural separation within such conglomerates—a precedent already set when MTN split its mobile money operations from its core telecom business. Continued abuse of its dual role could invite further regulatory interventions.

This issue isn’t unique to MTN. Global tech giants have faced similar scrutiny. Apple, for example, drew criticism for removing competing screen-time apps from its App Store shortly before launching its own version. Legal parallels can also be drawn to the landmark 1983 U.S. case, MCI Communications Corp. v. AT&T, where AT&T was found to have unlawfully denied a rival access to vital telecom infrastructure, violating competition principles.

Dominance in the market is not inherently unlawful. However, how that power is exercised matters. As MTN expands, it must avoid overwhelming smaller players in the digital ecosystem. A healthy digital economy requires diversity, openness, and fair competition—values that risk erosion if dominant firms suppress their rivals.

Uganda’s Competition Act now places significant legal obligations on major players, prohibiting practices like refusal to deal, self-preferencing, and monopolistic leveraging. MTN’s latest venture—’Market by MoMo,’ a digital platform enabling merchants to sell goods online—raises further questions. If MTN offers its own products on the same platform, it must do so under the same rules as its competitors. Failure to maintain that balance could expose it to further legal and regulatory challenges.

Tanzania has moved to block access to the social media platform X, formerly known as Twitter, due to its allowance of pornographic content, according to Information Minister Jerry Silaa. Speaking to a local television outlet, Silaa said the platform’s content contravenes the East African nation’s laws, cultural values, and traditions.

The platform has been intermittently inaccessible in Tanzania for the past two weeks, coinciding with heightened political tensions and the hacking of the national police account. However, a full shutdown has yet to be implemented.

The Legal and Human Rights Centre (LHRC), a Tanzanian civil rights organization, criticized the government’s move on X, calling it part of a “troubling pattern of digital repression” ahead of the country’s presidential and parliamentary elections scheduled for October. The group also pointed to a similar blackout of the platform during the lead-up to the 2020 elections, raising concerns over the state of digital freedom in Tanzania.

In addition to X, platforms such as Clubhouse and Telegram have also become inaccessible without the use of Virtual Private Networks (VPNs), the LHRC said. The organization expressed alarm that while the government is actively restricting public access, officials and public institutions continue to use X, undermining the credibility of the government’s position.

Minister Silaa defended the restrictions, citing X’s 2023 policy shift to allow “consensually produced and distributed” adult content, including same-sex material, which he argued breaches Tanzania’s online ethics code. He emphasized that efforts to limit access are part of a broader strategy to ensure digital platforms comply with national regulations. Silaa also noted that certain YouTube content has been similarly restricted for violating local standards.

The digital clampdown follows a cyberattack on the official police X account, which was used to disseminate pornographic content and false information, including a fabricated announcement of President Samia Suluhu Hassan’s death. AFP reported that the YouTube channel of the Tanzania Revenue Authority was also compromised, displaying similar content.

The source of the cyberattacks remains unknown, but they coincided with a wave of arrests targeting Kenyan and Ugandan human rights activists who traveled to Tanzania to support opposition leader Tundu Lissu. Lissu, facing treason charges, has called for an election boycott unless reforms are enacted to ensure free and fair polls. He denies the charges, characterizing them as politically motivated.

Among those affected was former Kenyan Justice Minister Martha Karua, who was deported upon arrival in Dar es Salaam. Other activists, including Kenyan Boniface Mwangi and Ugandan Agather Atuhaire, were detained. Upon their return home, both reported being sexually assaulted while in custody. Atuhaire told the BBC she was blindfolded, stripped, and assaulted, while Mwangi described being abused and forced to thank Tanzanian authorities in Swahili.

Dar es Salaam’s police chief has dismissed the allegations as “hearsay” and “personal opinions.” However, human rights organizations, including Amnesty International, have called for an independent investigation and accountability for what they describe as “inhuman” treatment.

President Samia has pushed back against foreign involvement in Tanzania’s internal affairs, warning that activists from neighboring countries will not be allowed to “sow chaos.”

Initially lauded for opening political space following the 2021 death of her predecessor, John Magufuli, President Samia is now facing growing criticism. As she prepares for her first electoral campaign as the ruling party’s candidate, opponents argue she is adopting increasingly authoritarian tactics reminiscent of her predecessor’s rule.

Despite the criticism, the Tanzanian government maintains that the country remains a stable democracy and that the upcoming elections will be transparent and fair.

Ngũgĩ wa Thiong’o passed away on May 28 at the age of 87. Back in 2014, I paid a visit to the late John Nagenda at his serene Muyenga home, which offered a sweeping view of its colorful surroundings—both tranquil and invigorating. We sat down for lunch together.

As we relaxed in the gentle breeze on his neatly trimmed lawn, I asked him about a story I’d heard: that a young James Thiong’o Ngũgĩ, as Ngũgĩ was then known, had admired Nagenda’s writing during their shared time at Makerere University College.

Nagenda responded with a wide smile. I followed up with a more serious question—whether, if given the chance to relive his Makerere years, he would have chosen the activist path that Ngũgĩ boldly pursued. Nagenda paused, smiled wistfully, and began recounting the memorable day in June 1962.

The Writers’ Conference

That was the time of the seminal, though paradoxically named, Conference of African Writers of English Expression—the first of its kind—hosted at Makerere. It was organized under the auspices of the Congress for Cultural Freedom, which later turned out to be a CIA front.

Literary heavyweights like Chinua Achebe and Wole Soyinka (later a Nobel Laureate) attended. They spoke passionately about the personal dangers they faced due to their writing. Amid these gripping tales, Nagenda, who lacked such dramatic experiences, gently asked, “What role is left for those of us who haven’t been shot at or tortured?” He didn’t say how the audience reacted. But after the story, my question still lingered—a reflection of the unconventional, yet courageous, path Ngũgĩ chose to walk.

At that same conference, Ngũgĩ humbly handed over his debut manuscript to Chinua Achebe. That act led Achebe to forward the work to Heinemann Educational Books in the UK, paving the way for the publication of Weep Not, Child in 1964. Set during Kenya’s state of emergency (1952–1961), the novel tells of the anti-colonial struggle and earned widespread critical acclaim. It was a landmark as the first major English-language novel by an East African writer of African descent.

Ngũgĩ followed up with The River Between and A Grain of Wheat. The former explored the clash of cultures and religion in early colonial Kenya, while the latter focused on complex responses to colonial rule in the lead-up to Kenya’s independence.

From Recognition to Rebellion

As Idi Amin ousted Milton Obote in 1972 and began posturing as the new ruler of the British Empire, Ngũgĩ was already being celebrated in the UK press as one of Africa’s preeminent contemporary writers.

But in 1977, a turning point came. That same year, when Archbishop Janani Luwum was reportedly killed under Amin’s regime, Ngũgĩ renounced his colonial name and declared a cultural revolution of his own. He resolved to write exclusively in Kikuyu, abandoning English entirely. His final English-language novel, Petals of Blood, published that year, tackled issues of corruption and inequality in post-independence Kenya.

That same year, he co-authored the play Ngaahika Ndeenda (I Will Marry When I Want), which sharply criticized class divisions in Kenya. Much like the writings of South African activist Steve Biko, Ngũgĩ’s play embodied defiance. Unsurprisingly, the Kenyan government under Jomo Kenyatta shut it down and imprisoned Ngũgĩ for a year without trial.

While in prison, Ngũgĩ wrote his first novel in Kikuyu, Devil on the Cross, reportedly using toilet paper as his writing surface. After Amnesty International labeled him a prisoner of conscience, global pressure led to his release in December 1978.

However, the new regime under Daniel arap Moi barred him from teaching, effectively exiling him from Kenya’s academic institutions. While in Britain to promote Devil on the Cross, Ngũgĩ discovered a chilling plot to assassinate him upon his return to Kenya—thinly veiled as a “red carpet welcome” at the airport.

The ominous euphemism would have sounded absurd as a line in a bad spy movie. But Ngũgĩ took it seriously. He remained in exile—first in Britain until 1989, and then in the United States until 2002.

Ngũgĩ wa Thiong’o now rests among the literary greats, remembered as one of the finest writers the world has ever known.

A police detective is under arrest after a deadly shooting during the National Resistance Movement (NRM) grassroots elections in Luuka District, eastern Uganda, on Wednesday, which left one person dead and two others injured.

Detective Corporal Denis Emojong, the officer implicated in the shooting, was taken into custody and is cooperating with ongoing investigations.

Busoga North Police spokesperson ASP Michael Kasadha identified the deceased as 30-year-old Swaliki Lwayanga. The injured victims were named as Ivan Oketch and Nabugo Peterson.

The shooting occurred at Noor Islamic Primary Teachers College playground in Luswiga Zone, Nantamu Ward, Bulanga Town Council. Authorities revealed that voting at the same location had been disrupted the day before due to violence, prompting a rescheduled election.

“Although the rerun started smoothly, disorder broke out during vote counting. It’s alleged that a candidate brought in supporters from outside the area, who surrounded the returning officer, demanding that Isebo Sulaimani be declared the winner prematurely,” said ASP Kasadha.

He added that local police officers, led by the area OC, tried to restore calm, but the situation escalated as the crowd hurled stones at election officials and law enforcement.

“In response, officers fired warning shots to control the situation, but tragically, one person was killed and two others injured,” he noted.

Lwayanga’s body was taken to Iganga General Hospital, while the injured were admitted for treatment. Sgt Khaleke Noah, another officer from Luuka Central Police Station, was injured after being hit in the eye with a stone and later referred to Jinja Regional Referral Hospital.

ASP Kasadha denounced the violence and appealed for public restraint, urging citizens to respect the electoral process.

“We call for calm and assure the public that investigations are underway. Any individuals disrupting lawful election activities will face legal consequences,” he warned.

A 30-year-old man is recovering from a gunshot wound after being attacked during an armed robbery at a shop in Kisoro District, where four gunmen stole approximately Shs23 million.

According to Kigezi region police spokesperson Mr. Elly Maate, the incident occurred around 8:30 p.m. at Mugomberero trading center in Rushenyi village, Muramba Sub-county. Kenneth Mucunguzi, a shop attendant at a store owned by Michael Turinayo, was shot in the right arm during the raid.

“The attackers, all reportedly armed, opened fire in the air to disperse nearby residents before fleeing with the stolen money,” said Mr. Maate. Police recovered nine bullet cartridges from the scene and have launched an investigation into the case, now classified as aggravated robbery and attempted murder.

Mucunguzi was rushed to a local health facility for treatment. Meanwhile, Mr. Turinayo claimed the assailants were dressed in police uniforms, raising further concern about impersonation and public safety.

Kisoro District LCV Chairperson Mr. Abel Bizimana urged the district security committee to take swift action to apprehend the criminals and recover the stolen firearms. “Kisoro has generally been safe despite conflict in neighboring DRC. Lawyers for Kawempe North MP Elias Nalukoola have refuted claims that he bribed or interfered with witnesses in the ongoing election petition filed by his rival, Faridah Nambi Kigongo of the ruling NRM party.

Appearing before Justice Bernard Namanya at the High Court’s Civil Division, Nalukoola’s lead counsel, Alex Luganda, argued that the affidavits being challenged do not amount to witness retractions and dismissed Nambi’s accusations as baseless and premature.

He noted that one of the affidavits in question, from Ben Mukasa Lutale, doesn’t even relate to a witness for Nambi and therefore falls outside the scope of the rules she cited, particularly Rule 19 of the Advocates (Professional Conduct) Regulations, which prohibits bribery, coercion, and witness tampering.

Luganda emphasized that no professional misconduct had occurred and pointed out that the law allows for cross-examination of all witnesses, even in cases where affidavit contradictions exist. He added that one of the individuals mentioned, George William Mawumbe, had stated he never submitted an affidavit and wasn’t in Kawempe on the election day.

He further argued that even if witnesses change their statements, this isn’t illegal and must be carefully examined by the court for authenticity. The defense dismissed Nambi’s objections as politically motivated, accusing her team of trying to overturn election results in court instead of at the polls.

Another defense lawyer, Remmy Bagyenda, said hostile witnesses are a normal part of legal proceedings and should not be dismissed early, while Samuel Muyizzi Mulindwa cited previous election petitions, including Amama Mbabazi’s case against President Museveni, to stress the importance of examining affidavit inconsistencies thoroughly.

However, Nambi’s lawyer, Ahmed Mukasa Kalule, countered that the Supreme Court hasn’t made a clear ruling on the legal implications of recanted witness statements. He urged the judge to rely on more recent decisions from the Court of Appeal, like the Moses Attan and Brandon Kintu cases, where contradictory affidavits were submitted.

Kalule also claimed that lawyers had helped prepare, translate, and explain the affidavits to witnesses, which supports allegations of tampering. He added that witness hostility becomes relevant during court cross-examination—not during affidavit preparation.

The judge has scheduled a ruling on the matter for May 9, when the court will determine whether there was any witness bribery as claimed.

Witnesses say the contractor frequently blocks and reopens sections of the road without warning, causing confusion and posing a serious risk to drivers.

“There are no reflectors or caution signs at night,” said Yowana Maria Ssebina, a boda boda rider in Kibiri. “You find the road open one moment and blocked the next, with no notice. That’s how accidents happen.”

Despite repeated accidents at the site in recent months, locals say no safety improvements have been made. The unmarked barriers are particularly dangerous at night when visibility is low.

Veteran journalist Andrew Mwenda, who visited the crash scene, blamed contractors and authorities for gross negligence.

“Having roadblocks on a high-speed road without any warning signs is unacceptable,” Mwenda said. “This isn’t an isolated issue—it’s happening at multiple road construction sites in Kampala.”

Traffic police reported that the fatal crash occurred around 1:54 a.m. when Rajiv’s vehicle hit the barriers, lost control, and burst into flames, killing him instantly.

The Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, has officially acknowledged that Edward Ssebufu, commonly known as Eddie Mutwe and a close security aide to National Unity Platform (NUP) leader Robert Kyagulanyi (Bobi Wine), is being held by the Uganda People’s Defence Forces (UPDF) following his reported abduction.

Through posts on his verified X (formerly Twitter) account, Gen Muhoozi confirmed that Mutwe is in military custody, though he did not clarify the legal grounds or charges for his detention. Mutwe had been missing since Sunday evening after being taken by individuals in both civilian clothing and army uniforms from Kiwango trading centre in Mukono.

In a series of controversial posts, Muhoozi appeared to taunt NUP supporters, making personal and tribal remarks about Mutwe, even claiming he was “learning Runyankore” while in detention and likening his arrest to “capturing a grasshopper.” He also warned Bobi Wine that he could be next, stating, “I don’t joke. People think my tweets are jokes.”

According to eyewitnesses, Mutwe had just concluded a meeting at Namweezi village near the abduction site when he was seized. The NUP president, Bobi Wine, responded by demanding his immediate and unconditional release.

Muhoozi’s remarks sparked outrage online, particularly for mocking Mutwe’s physical appearance and suggesting dehumanizing treatment. He claimed that Mutwe was being “tuned” by soldiers and saluted the president’s portrait daily.

This incident follows recent leadership changes in the UPDF’s intelligence structures, with Maj Gen Richard Otto taking over as head of the Chieftaincy of Military Intelligence (CMI) from Maj Gen James Birungi.

The Parliamentary Public Accounts Committee (PAC) has rejected Hoima City and District officials for submitting forged documents and failing to properly account for public funds, including pension, gratuity, and Parish Development Model (PDM) funds.

The committee, chaired by Kilak South MP Gilbert Olanya, held the session in Hoima, where officials were asked to respond to the Auditor General’s report but arrived with questionable paperwork.

Some MPs noted that the documents appeared to have been hastily prepared the day before. Jonam MP Emmanuel Ongiertho remarked, “We were supposed to meet them two days ago, but they claimed they were in Kyankwanzi. We gave them extra time, but many of these papers were only ready yesterday.”

The committee uncovered discrepancies in procurement and PDM records and raised alarms about missing accountability for pension and gratuity funds. “These leaders are from Hoima. They didn’t travel far, yet they failed to bring the required documents,” Olanya stated. “This indicates money may have been stolen.”

PAC accused the officials of attempting to conceal financial wrongdoing. “They have something to hide,” Olanya added.

Patrick Ndyanabo, Hoima’s district public accounts chair, attributed the issues to laziness, saying, “These department heads don’t care and only act when pressured.”

Following the hearing, city and district leaders declined to speak with the media and left the session visibly disappointed. PAC has now given them a week to prepare and present themselves again in Kampala.

“We will not allow public funds to be misused,” Olanya warned. “We will take action.”

Kawempe North Member of Parliament Elias Nalukoola has brushed off the legal challenge filed by Faridah Nambi of the National Resistance Movement (NRM), calling it weak and lacking merit.

Nambi, through her lawyers at Crane Associated Advocates, recently petitioned the High Court, contesting the outcome of the March 13 by-election, in which Nalukoola, representing the National Unity Platform (NUP), emerged victorious.

Speaking during an appearance on Sanyuka Television on Thursday, Nalukoola ridiculed the claims made in the petition and expressed full confidence in defeating them.

“These allegations are like small ants in food—you just turn off the lights and enjoy your meal. Their arguments have no real weight,” he remarked, dismissing the case as flimsy.

He went on to question the credibility of Nambi’s accusations: “Did we control army vehicles? Were we the ones using cars without number plates? Did we, as opposition, hire any goons?”

Despite reports of election-related violence and assaults on journalists, Nalukoola won the by-election by a significant margin, collecting over 17,700 votes against Nambi’s roughly 9,500.

Following his swearing-in, the NRM filed an affidavit at the High Court in Nakasero, stating that the petition was submitted with full backing from both the party and their client.

According to the petition, the NRM alleges that there was a breach of the Parliamentary Elections Act, which they claim significantly influenced the final results. It also accuses Nalukoola and his agents of committing various electoral offenses.

Nalukoola firmly denied the accusations, attributing any election-day chaos to the ruling party. “It wasn’t the opposition behind the violence. The army, which should be safeguarding citizens, was responsible. The evidence is clear,” he stated.

Nambi’s petition also claims the Electoral Commission failed to report results from 14 polling stations, which account for over 16,600 registered voters, yet still declared Nalukoola the winner with 17,939 votes.

The police in Luwero have arrested two men in connection with the manufacturing, packaging, and distribution of counterfeit cement.

The suspects, Ronald Onyango and David Mutesasira, were taken into custody on Friday during an intelligence-led operation. Savannah Regional Police spokesperson Sam Twiineamazima said the arrests followed a tip-off to the officer in charge at Luwero Central Police Station about a hardware shop along Kasiiso Road in Kasana Town allegedly dealing in fake cement.

A joint security team promptly raided the store—owned by Onyango—and later proceeded to his residence in Kalongo-Miti Zone, Luwero Town Council, where they uncovered several bags of suspected counterfeit cement branded as Tororo, Hima, and Fundi. Officers also found empty branded sacks and additional questionable materials packed in two ordinary bags.

A case of counterfeiting has been opened, and samples have been sent for lab testing. Police have also reached out to representatives of the affected cement companies for official statements as investigations continue.

A group of Forum for Democratic Change (FDC) members from Uganda’s Ankole sub-region have thrown their support behind the party’s Secretary General, Nandala Mafabi, urging him to run for president in the upcoming 2026 general elections.

“As representatives from different districts in Ankole, we’ve come together to unanimously support Nandala Mafabi’s presidential bid for 2026,” said Evas Abeneitwe, Special Presidential Envoy and aspiring Mbarara City Woman MP. “His qualifications and track record in governance and economic management, both nationally and internationally, make him an ideal candidate.”

The endorsement comes amid internal tensions within the FDC, which have led to factional splits. When asked about Mafabi’s involvement, supporters defended him, attributing the divisions to internal misunderstandings amplified by external opportunists.

“People who label Mafabi as divisive simply don’t know him,” said Abeneitwe. “The disagreements were like family issues—misunderstood and misrepresented by outsiders. Mafabi remains principled and focused.”

Kampala Capital City Authority (KCCA) Council has officially awarded Frank Nyakana Rusa with a prestigious Appreciation Award in recognition of his distinguished service as Acting Executive Director. The council applauded Rusa’s leadership, professionalism, and commitment during his interim tenure at the helm of the Authority, particularly at a time when the city was grappling with critical infrastructure challenges.

The award, visibly inscribed with the message “We appreciate your noble service for the capital city (Kampala) as acting E.D.” was handed over by the Council of the Authority in a rare gesture of unity and appreciation for technocratic service. The honor reflects widespread recognition of Rusa’s effective stewardship during his time in office between September and December 2024, following the dismissal of Dorothy Kisaka.

During his short stint, Rusa is credited for overseeing major developments including the successful supervision of flood control works in the Nakivubo area—an initiative that significantly reduced waterlogging in the usually flood-prone zone during the March 2025 rains. These achievements, among others, elevated his standing within the institution and earned him cross-party acclaim.

Photographed holding the award in his office, flanked by the national and KCCA flags, Rusa struck a composed and humble figure—representative of a technocrat whose quiet yet effective contributions have not gone unnoticed.

While the ceremony was largely celebratory, the award presentation came in the wake of a tense council session on April 3, 2025, where Lord Mayor Erias Lukwago’s allegations against Rusa and city investor Dr. Hajji Hamis Kiggundu were categorically dismissed. The council unanimously found the claims baseless and politically charged, reinforcing Rusa’s vindication. The magistrate court had earlier dropped the case in January, citing procedural irregularities.

As KCCA sets its sights on new public-private partnerships to tackle Kampala’s drainage woes, the council’s endorsement of Rusa’s leadership may signal a broader institutional shift toward pragmatic, development-oriented administration—free from the weight of political wrangles.

A tense Kampala Capital City Authority (KCCA) council meeting on Wednesday reignited calls to phase out all open drainage systems in the city, citing them as major contributors to the worsening sanitation and flooding crises in the capital.

The heated session, attended by city division mayors, technical officers, and councillors, centred on the persistent menace of unregulated waste disposal and its link to open drainage. Council members unanimously condemned the habit of some city residents and business operators who indiscriminately dump rubbish, plastics, and other waste directly into the drains — acts described as both unpatriotic and criminal.

“Open drainages are no longer tenable in a modern city like Kampala. They are open invitations to disease, flooding, and urban degradation. We cannot keep pouring money into desilting the same spots every rainy season,” one councillor remarked during the session.

The problem, according to KCCA engineers, is compounded by Kampala’s rapid urbanisation and inadequate public sensitisation. With the city’s population expanding at a fast rate, existing drainage channels — many of them open and poorly maintained — are constantly overwhelmed, particularly during the rainy season.

“When the rains come, waste dumped in these open drains quickly clogs the flow, leading to flash floods, road destruction, and in some cases, tragic loss of life. It’s an avoidable disaster,” said one KCCA official.

Council members proposed a strategic move to gradually transition all open drainage infrastructure to closed systems that are safer, cleaner, and less prone to blockage. The move, they said, would not only reduce health hazards but also align with Kampala’s vision of becoming a clean, resilient, and liveable city.

KCCA also issued a call to action for private sector involvement in infrastructure upgrades. “The Authority encourages the private sector to take charge where possible, under the technical guidance and regulation of KCCA,” read part of the council’s resolution.

For now, KCCA says it will intensify operations targeting illegal waste dumping, while advancing its case for the complete closure of open drainage systems — a vision they say is both necessary and long overdue.

In a key move to address Kampala’s ongoing flooding crisis, the Kampala Capital City Authority (KCCA) Council has authorized collaboration with experienced local investors to develop, cover, and upgrade the city’s drainage systems.

This decision, made during a heated council meeting on April 3, 2025, followed a swift dismissal of Lord Mayor Erias Lukwago’s recent allegations against businessman Dr. Hajji Hamis Kiggundu and former Acting Executive Director Frank Nyakana Rusa. Council members rejected Lukwago’s claims as politically motivated and legally flawed, instead offering Rusa an official commendation for his outstanding leadership. The Council reiterated that working closely with the private sector, under strict KCCA oversight, is the most effective solution to ending Kampala’s persistent flooding issues.

Lukwago, who has long positioned himself as a fierce critic of city developers, had accused Dr. Kiggundu of illegally reconstructing the Jugula drainage channel near Nakivubo, alleging it caused the devastating floods that recently crippled Kampala.

He further implicated Frank Nyakana Rusa, demanding his interdiction from the office of Director of Legal Affairs, claiming he backed the project while serving as Acting Executive Director between September and December 2024.

The council, however, was in no mood for theatrics. Members tabled official records showing that Ham Enterprises (U) Ltd., the company owned by Dr. Kiggundu, had submitted all construction plans to KCCA by law. The plans were reviewed and approved on December 9, 2024.

It was revealed that the charges Lukwago cited had not only been dismissed by the KCCA magistrate court on January 14, 2025, but had been wrongly filed against Dr. Kiggundu personally, rather than his company—violating the legal principle of limited liability.

Councillors described the charges as malicious, biased, and legally irregular. They criticised Lukwago for consistently promoting personal vendettas instead of offering leadership grounded in facts and development priorities.

His conduct was labelled unprofessional, with members pointing out that the actual cause of floods across the city stemmed from years of neglect, poor solid waste disposal in open drainages, and the lack of modern infrastructure—not the efforts of developers like Ham Enterprises, who are working to fix these problems.

Ironically, while most parts of Kampala flooded in March—including Clock Tower, Kawempe, Natete, Kamwokya, Kinawataka, Forest Mall Nakawa, Zana, and parts of the Northern Bypass—the areas around Nakivubo remained dry. This, the council agreed, was evidence of the success of the Jugula channel works led by Ham Enterprises under Rusa’s oversight during his tenure as acting ED.

In a dramatic turn of events, the council shifted the spotlight to Rusa, commending his exemplary service and presenting him with a Certificate of Appreciation. The award, inscribed with the words “We appreciate your noble service for the Capital City (Kampala) as Acting E.D.,” was handed over amid applause, with photos of Rusa holding the framed certificate against the backdrop of the Ugandan and KCCA flags quickly circulating online.

The session marked a turning point in KCCA’s approach to flood management, and members resolved that the authority should partner with credible local investors to develop and upgrade the city’s drainage systems, especially as funding from the central government remains insufficient and foreign aid continues to decline.

Drawing comparisons with modern cities that have invested in underground drainage, the council emphasised the need to shift away from Kampala’s outdated open channels, which are prone to blockage by solid waste.

Members warned against politicising development efforts and called for unity in advancing Kampala’s progress. They stressed that KCCA’s mandate is to serve all Ugandans holistically, not to be driven by personal emotions or political rivalries. The council also issued a passionate call to government entities to support, rather than frustrate, local investors who can solve real urban challenges.

The events of April 3 left no doubt about where the council stands. While Lukwago walked in seeking to indict others, he walked out politically bruised, his credibility shaken by a united council determined to focus on solutions rather than blame.

As Kampala looks to the future, the city may finally be turning a corner—one paved not with finger-pointing, but with partnership, progress, and homegrown leadership.

Embattled businessman Emmanuel Asiimwe is embroiled in a car theft scandal after the sleek Mercedes Benz ML 350 4MATIC registration number UBR 285L which he has been driving for months was impounded by police.

Just like they say, the number of days for a thief are numbered, the 40th day for Asiimwe came few weeks ago when the owner of the vehicle reported the matter to police. The assigned Police detectives traced the stolen vehicle and found it in Asiimwe’s possession. The doctrine of recent possession permits the court to make the inference that the possessor of the property had knowledge that the property was obtained in the commission of the offence and in certain circumstances was also a party to the initial offence. Basing on this doctrine, Asiimwe is directly tagged to the offence.

Ironically on the day, it was impounded, Asiimwe panicked and reportedly sent Shs5m to the one who gave it to him to save it in vain. The no-nonsense cops forcefully drove it to CPS Kampala where it is hitherto parked as the complete file is pending sanction.

DETAILS OF IMPOUNDED VEHICLE

According to the available records at the Uganda Revenue Authority, the impounded Mercedes Benz ML 350 4MATIC (Station wagon) of Germany made specifications, black in colour, model 2010 petrol machine with net weight of 2170 Kgs and sitting capacity of five people was registered in the names of Eva Namatovu on June 01, 2024.

The records clearly show that it is still in the names of the importer/first owner. Information coming in indicates that brokers reportedly picked the vehicle from Namatovu to sell it.

They reportedly gave it to a one Kawesa who promised to wire the money to the owner’s bank account through Real-Time Gross Settlement (RTGS) system. The brokers reportedly connived with Asiimwe and did not wire any money but kept giving empty promises until the owner got information that the vehicle was spotted in Kasese on its way to Democratic Republic of Congo. It is against this background that the search for it started.

Incidentally while recording statements at police, none of the racketeers flashed any agreement to show they bought the vehicle from the first owner. The owner has secured her vehicle but the matter must be decided by the courts of law.

BENZ MEMORIES

Asiimwe’s monster ride as he preferred to call it was largely known at his favourite drinking joint, Sleek Place off Ntinda – Kiwatule road when he used to park every evening. It has conspicuously been missing warranting the bar patrons to wonder whether it is grounded with a mechanical problem. Whereas the bar patrons at Sleek Place were longing to meet their spendthrift who has been missing in action, they got information that his favourite ride is parked at CPS Kampala and he is battling a car theft matter.

BACK TO BODA BODA

The businessman who has been enjoying the comfort of Mercedes Benz is currently facing difficulties with transportation and is back to the fastest means of movement in Kampala – Boda Boda.

Up to November last year when Asiimwe acquired a Mercedes Benz, he was driving a Toyota Hilux Double Cabin registration number UBA 034J that is no longer in any of his parking slots. The other ride in his reach, a Toyota Prado in UBE series that belongs to Integrated Agritec Uganda Limited where he was a country representative, is driven by his arrogant brother Amon Turyahirwa.

Asiimwe is lucky that his transport woes don’t affect any of his families. He is married to three working ladies with independent means of transport. Whereas his first wife Shantal Makulaza lives independently in the UK, his second wife Maureen Twikirize works at Uganda Technology and management University (UTAMU) and lives in Kiwatule. His third wife Adrine Gakwase stays in Mbalwa and works at Uganda Industrial Research Institute (UIRI). They all independently deliver their children to school and proceed to their work places. Twikirize has one child with Asiimwe but also stays with the two kids he procured in the first marriage. Gakwase has two children with the businessman but also stays with two other kids she produced in her previous marriage.

MORE TROUBLES

Just like Shakespeare wrote “when sorrows come, they come not single spies, but in battalions,” Asiimwe is currently battling several cases in courts of law. He was on August 25, 2023 charged with eight counts of forgery and uttering false documents and the trial is ongoing. He is in big trouble since forging resolutions to give self, powers of attorney – once prosecuted well may attract a life sentence.

Besides, on the night of February 27, 2025, Asiimwe spent a night at Luzira Prison – Kampala Remand section for refusing to pay an outstanding debt with Mutecontra Engineering & Contractors Ltd of Shs66m. Following the warrant of arrest – execution number 0061 of 2024 arising out of civil suit No. 10 of 2019, Asiimwe was picked from his office in Ntinda by court bailiffs led by Rogers Abomugisha of Solab Associates and delivered to the High Court of Uganda at Kampala (Civil Division).

He appeared before His Worship Simon Kintu Zirintusa and was remanded to Luzira Prison. After spending one night at the University of Maximum Discipline, handcuffed Asiimwe was brought back to the 4th floor of Tweed Plaza by the prison warder on February 28, 2025.

He appeared before Her Worship Esther Nakadama who insisted that he must pay prompting his lawyers Stanley Okecho and Pius Katumba Busobozi from GEM Advocates to seek a grace period of three hours.

Asiimwe and his lawyers were seen sweating plasma – pacing up and down like headless chicken and making frantic calls until a well-wisher (read loan shark) helped them to raise Shs66m so as to save the stubborn businessman from being convicted.

Kampala City Hall Court has permitted comedian Alex Muhangi to resolve his copyright dispute with musician Moses Ssali, popularly known as Bebe Cool, through an out-of-court settlement.

Senior Principal Grade One Magistrate Nicholas Aisu granted the order on Wednesday following a request from Muhangi’s lawyer, Robert Rutaro, to allow his client to settle the matter outside court.

While Muhangi was present for the proceedings, Bebe Cool was absent. The dispute arose over allegations that Muhangi distributed Bebe Cool’s musical performances on YouTube without authorization.

Bebe Cool claims that between December 2017 and December 2024, Muhangi uploaded 15 videos of his performances, making them publicly accessible and allowing viewers to extract copies.

In an affidavit submitted to the court, Detective Assistant Inspector of Police Ricky Wasswa Baliruno stated that the suspect broadcasted the musician’s performances on NTV Uganda and made them available for public viewing and distribution.

The affidavit further requests a court order to inspect, retrieve, and analyze the content in the 15 video links to determine whether they were uploaded to Muhangi’s YouTube channel, “alexmuhagicomedian.”

Court records indicate that police seek to verify the number of views, comments, and upload dates for each video as part of the investigation. Bebe Cool has requested court authorization to examine Muhangi’s YouTube channel for potential copyright infringement under the Copyright and Neighboring Rights Act, 2006 Cap 222.

Magistrate Aisu has given both parties until April 1, 2025, to reach an amicable settlement and report their progress. If they fail to do so, the case will proceed to a full hearing.

Chief Justice Alfonse Owiny-Dollo has previously advocated for reconciliation, mediation, and arbitration as effective dispute resolution methods, emphasizing their speed, cost-effectiveness, and role in reducing the court system’s case backlog.

The Director of Public Prosecutions (DPP), Jane Frances Abodo, has opposed the bail request of imprisoned lawyer Eron Kiiza, citing the seriousness of his conviction.

Kiiza was sentenced to nine months in prison for contempt of court by the General Court Martial, chaired by Brigadier Robert Freeman Mugabe, on January 7, 2025.

Three weeks after his sentencing, Kiiza applied for bail, arguing that he has a fixed residence in Kiwatule, Nakawa Division, Kampala, within the jurisdiction of the High Court. He also presented three sureties: his wife, Sylvia Tumwebaze, an archives and data manager at Hima Cement, and two lawyers—Dr. Busingye Kabumba, a lecturer at Makerere University, and Primah Kwagala, executive director of Women’s Pro Bono Initiative.

Kiiza emphasized his family responsibilities, highlighting that he has three children aged between 4 and 10 years who need his presence. He also argued that his continued detention would negatively impact his law firm, Kiiza and Mugisha Company Advocates. Additionally, he requested bail on grounds of good conduct and the pending appeal, which he believes has a strong chance of success.

However, in an affidavit filed by Chief State Attorney Joseph Kyomuhendo, the DPP opposed the application on 11 grounds, arguing that Kiiza, as an advocate, should have upheld court decorum. Kyomuhendo maintained that Kiiza’s conviction was necessary to uphold the integrity of the judicial process and that bail should be denied.

The prosecution further claimed that Kiiza’s appeal had little chance of success, as the High Court lacks jurisdiction over his case. They argued that his appeal should instead be heard by the Court Martial Appeals Court.

Regarding his sureties, the prosecution contended they were not substantial, as they reside in different locations and failed to provide proof of tenancy or property ownership.

Kyomuhendo also dismissed Kiiza’s claim of excessive delay in the appeal process, asserting that the High Court has an efficient case disposal record.

The DPP urged the court to reject the bail application to maintain court decorum and protect the integrity of judicial proceedings. The hearing of Kiiza’s bail application is scheduled before Justice Michael Elubu of the Criminal Division on March 25, 2025.

Intrigue and worry are mounting in Kabale District after three children have been reported missing within the span of less than three weeks, all cases being reported to Kabale Police Station.

The missing children are Pamela Ayamba, a 14-year-old from Rwiraguju Primary School; Merabuh Tashobya, a 13-year-old from Kikungiri Primary School; and Keith Bakkabulindi, a 12-year-old from Bigombe Cell, Lower Bugongi.

Pamela Ayamba’s is the latest disappearance. Ayamba is a P5 pupil at Rwiraguju Primary School in Buhara Sub-county.

She is a daughter of Henry Ityaaza and Allen Tumuramye and was last seen on Thursday, March 6, 2025, when she left for school but never returned.

Ayamba’s mother, Allen Tumuramye, explained that she waited for her daughter to return from school but heard nothing. Upon contacting the school, she was informed that Pamela had not attended that day.

Tumuramye expressed that her peace had been shattered, and she fears the worst.

“I later went to the school and asked the headmaster and teachers if Pamela had come to school. They said they hadn’t seen her. That’s how Pamela disappeared, and I last saw her at 7am,” Tumuramye shared, visibly distressed.

“Ever since my child went missing, I’ve lost my appetite. My heart tells me she’s no longer with us.”

Allen Tumuranye, mother of Pamela Ayamba, is similarly in visible distress.
Antanazio Ndyabaomuntu, chairman of LCI Kyeirungu Cell, Mburamba Parish, confirmed that he was alerted to Ayamba’s disappearance and suggested the mother use radio announcements, but the child has still not been found.

He noted that this was the first such incident in his village.

At Rwiraguju Primary School, Deputy Headteacher Evas Kanyesigye confirmed that Ayamba did not attend school that day, and despite efforts to search the village, no trace of the child has been found.

“Pamela never reported to school on that day, and we have never seen her since. We’ve tried to search around the village, but we haven’t found her,” Kanyesigye said.

A second case involves 13-year-old Marabuh Tashobya, a pupil at Kikungiri Primary School, who has been missing since March 2, 2025.

Tashobya, daughter of Dickson Bankwensi, was last seen leaving home to attend a church service at Bushuro Church but did not return.

Meanwhile, 12-year-old Keith Bakkabulindi, from Bigombe Cell, Lower Bugongi, Northern Division, Kabale Municipality, has been missing for two weeks.

Bakkabulindi, son of Sunday Musisi and Evelyn Kikanshemeza, vanished on February 21, 2025, while his parents were at work in Kabale Town.

Ms Kikanshemeza suspects that Bakkabulindi was misled by unknown individuals. She also expressed the financial burden the family has faced in their search for him.

“I lost my child, who is my firstborn, in the evening hours of February 21, 2025,” Ms. Kikanshemeza said.

“Since then, I have never seen him. We’ve been financially challenged by the money we’ve spent searching for him, as we’re forced to go to different areas where we’ve been told he might be.”

The Kabale District Police Commander, Charles Okello, confirmed that all three cases have been officially registered at Kabale Central Police Station, going on to suggest that these disappearances could be linked to human trafficking, with Mbarara City as the potential destination.

Okello issued a stern warning against child kidnappers, stating that investigations are ongoing, and any individuals caught will face the full force of the law.

The Inspector General of Government, in doing its job, has interdicted five officials in Kaliro District. These five are facing dismissal for securing jobs without the required academic papers.

A letter written by Deputy Inspector General of Government, Ms. Ann Twinomugisha, on February 4, 2025, says the officials in question include Mr. Bob Mulyakubi, Assistant Water Officer; Mr. Benard Pande, Assistant Agriculture Officer; Mr. Patrick Mufuma, Nursing Assistant; Mr. Michael Walubiri Kanakulya, Office Attendant; and Mr. Ronald Kibuka, Porter.

Ms. Twinomugisha accuses Mr. Mulyakubi of lacking the required higher diploma in civil engineering for his position, despite possessing an ordinary diploma in civil and building engineering.

“The position of Assistant Water Engineering office required one to have a higher diploma in civil engineering, which Mulyakubi lacked…” she stated.

Mr. Pande was revealed to have forged a National Diploma in Crop Production to secure his job in 2016, while Mr. Kubuka and Kanakulya lacked Uganda Certificate of Education (UCE) and used forged certificates to obtain their positions.

Mr. Patrick Mufuma was found to be using a Nursing Assistant Certificate, a course that was abolished by the government three years ago. The IGG directed the Kaliro Chief Administrative Officer to forward the affected officials to the District Service Commission for dismissal.

Mr. Rogers Kiduma, the Kaliro Assistant Resident District Commissioner, confirmed that the five officials have been dismissed.

“I can confirm to you that the five people have been put out of office as asked by IGG… We actually sat with CAO to resolve this matter,” he confirmed.

The Busoga Region Inspector of Government, Mr. Fredrick Komakech, observed that forgery of academic papers among civil servants is endemic in the region.

Still in the same region, a related development, the IGG ordered the dismissal of Ms. Piece Nabirye from the position of Deputy Headteacher of Naigombwa Seed Secondary School in Bugweri District for forging a Bachelor’s degree in Arts with Education.

Leader of the Opposition Joel Ssenyonyi has demanded that the government account for the violence that marred the Kawempe North by-election on March 20, 2025.

Ssenyonyi questioned who was responsible for the brutal attacks on opposition leaders, supporters, and journalists, condemning the government’s failure to prevent the violence.

He criticized statements from officials, including Prime Minister Robinah Nabbanja, Kampala Minister Minsa Kabanda, and Youth Minister Balaam Barugahara, who suggested the Opposition orchestrated the violence against themselves.

“We raised this issue repeatedly, but the government failed to act. Our candidate was assaulted, our leaders were brutalized, and journalists were abducted and left injured. The government claims we did this to ourselves, but we demand to know who is truly responsible,” Ssenyonyi said.

Journalists covering the election were among the victims, with several beaten, detained, or abducted by security forces in what the Opposition calls an attack on press freedom.

Ssenyonyi urged the government to disclose who authorized the crackdown and whether the claim that the violence was self-inflicted represents the official position of the state.

Kira Municipality MP Ibrahim Ssemujju Nganda also questioned the deployment of military-grade vehicles like Mamba trucks, typically used in conflict zones.

“I saw these vehicles at polling stations in Kawempe. These are the same ones deployed during the war with Joseph Kony. Why were they used in a by-election?” he asked.

The government, through Junior Trade Minister David Bahati, declined to comment, stating that President Museveni had already addressed the issue.

However, the Opposition is demanding an independent investigation to establish accountability, warning that the violence raises serious concerns about democracy and citizens’ rights during elections.

Kira Municipality MP Ibrahim Ssemujju Nganda has called on Speaker of Parliament Anita Among to clarify the delay in swearing in Elias Nalukoola, the newly elected Kawempe North MP.

Despite winning the byelection on March 14, 2025, Nalukoola has yet to take the oath of office. Ssemujju noted that NRM MPs, such as Michael Mawanda (Igara East), were sworn in immediately after being declared winners.

He questioned why the same urgency was not applied to Nalukoola, pressing for a timeline. In response, Speaker Among cited the absence of the official gazette as the reason for the delay, stating she was waiting for confirmation from the Electoral Commission (EC).

The delay has raised concerns, particularly given the violence that marred the Kawempe by-election. Opposition leaders, including Leader of the Opposition Joel Ssenyonyi, have criticized the EC’s slow response, contrasting it with past by-elections where winners were swiftly gazetted and sworn in.

Sinohydro Corporation Ltd., the firm that built the Karuma Dam, has donated $196,000 (Shs718.7 million) to three districts as part of the company’s Orphanage Fund Support Programme.

The districts of Kiryandongo, Oyam, and Nwoya have received the funding
revealed to take care of mixed-race children that were born of Chinese workers.

Since 2014, when the works began, several women from the communities where the project is based have fathered Chinese offspring and have no way of catering for their future needs.

Washington Ochaya, the district councillor for Karuma Town Council, confirmed the development, stating that they have identified and documented 14 mixed-race children and their mothers within the town council who are eligible for the fund.

“Some of these women and children are spread outside the town council, and we are mapping more so that they can benefit from the fund. We are also following up with the district to ensure that the funding is not diverted,” Mr. Ochaya said.

Ms. Edith Aliguma Adyeri, the Kiryandongo District chairperson, said they have received the money, which will help support some orphans in accessing education. She, however, said they are awaiting further instructions from the

Business in Lira Town came to a standstill on Saturday afternoon as hundreds of people welcomed Oyam South MP, Ms. Betty Amongi Ongom.

Hundreds danced on Lira Main Street, Lira City, Amongi being in the area to register and transfer her polling station from Akaidebe, Minakulu Sub-county, Oyam South in Oyam District, to Senior Quarters ‘A’ Polling Station in Lira City.

Ms. Amongi is vying for the seat currently occupied by the Minister of Health, Dr. Jane Ruth Aceng of the National Resistance Movement (NRM) party.

Supporters painted the street red and yellow as they escorted Ms. Amongi to Lira Mayor’s Garden, where she later addressed a rally.

The Minister of Gender, Labour, and Social Development was accompanied by her husband, Mr. Jimmy Akena Obote, also the Uganda People’s Congress (UPC) party president, and other dignitaries.

However, supporters of the incumbent area legislator, Dr. Aceng, have poured water on Amongi’s chances of winning the 2026 parliamentary elections.

Ms. Zena Opolot, Dr. Aceng’s political assistant, stated: “We’re not threatened at all with her (Amongi’s) coming. Let her come. We’re ready for her. Come what may, Dr. Jane will have to go through, and she will be the Member of Parliament of Lira City come 2026.”

This is the second time in 16 years that Ms. Amongi is shifting her political base.

In 2010, she abandoned Apac District, where she was the area Woman MP and shifted to Oyam South, and was voted as the first directly elected female Member of Parliament for Oyam South.

Amongi was born on November 15, 1975, and has spearheaded the campaign advocating for the scrapping of refunds of bride prices in Uganda.

Through her work in Somalia, the clan leaders who were opposed to a constitutional provision of including women representation in Parliament accepted to progressively adopt a quota system for women.

She has also been involved in global campaigns on peace and security

She served as Minister of Lands, Housing, and Urban Development. She previously served as the Cabinet Minister of Kampala Capital City before being posted to her current portfolio of Gender, Labour, and Social Development.

On her part, Aceng holds a Bachelor’s Degree in Medicine (MBChB), MMED (pediatrics), Masters in Public Health, and Diploma in Health System Strengthening.

She served as a medical officer, senior medical officer, medical officer special grade, medical superintendent, consultant pediatrician, senior consultant pediatrician, hospital director, and formerly as the Director General of Health Services.

Ms. Amongi of the Uganda People’s Congress party said the Lira City Woman MP seat is hers.

“I have registered and relocated because I will be contesting for the position of Lira City Woman Member of Parliament. And make no mistake, I am going to win,” the minister of Gender, Labour, and Social Development told journalists on February 1, 2025.

“I am saddened that the current Member of Parliament has divided our people. We are not going to allow our people to be divided across religious lines, across class, and across power struggles. I am coming to unite the people of Lango because Lira City is at the heart of Lango,” she added.

Oliver Lutaaya is back in Part 2, the previous part having ended in a four-year ordeal in military custody. Normally, a period of detention would break the political will of many an activist, but Olivia Lutaaya appears to be made of stuff of legends and has made a comeback, presumably growing stronger with every challenge.

The National Unity Platform’s (NUP) “foot soldier” is back in the trenches, unwavering in her resolve. “I know what I want,” she declares.

She dismisses speculation that she is eyeing political office. “That is not true. I don’t want any position—I want change,” she says, refuting claims that she plans to contest for Parliament in 2026.

Lutaaya became the media face of the trials endured by the so-called “NUP 32,” a group of young activists arrested by the military in the aftermath of the contested 2021 general elections.

The 33-year-old mother of one was seized from her home in Namuwongo, a Kampala suburb, and allegedly held incommunicado for weeks before being brought before a military court.

Alongside 31 others, she was accused of possessing 13 explosive devices between November 2020 and May 2021 in various locations, including Jinja, Mbale, Kireka, and Kampala.

Despite numerous legal attempts to secure their release, the military court consistently denied them bail, disregarding their constitutional rights.

After nearly four years in detention, the group gradually succumbed to pressure. In late 2023, they accepted a guilty plea deal, reportedly brokered by Minister Balaam Barugahara, and were subsequently convicted and released last December.

Now, free once again, Lutaaya is picking up where she left off—only this time, she is more well-known.

“For me, as Olivia Lutaaya, I know what I want. I want change. I won’t stop until we achieve it. I am not scared of anything or anybody,” she asserts.

About those she was detained with, she says, “Some have left, some have joined NRM, but others are still standing. And the nine who are still imprisoned remain strong.”

With Uganda’s judicial system under scrutiny, Lutaaya questions whether her colleagues will ever receive a fair trial.

“In Uganda, you can’t get justice in the court martial. I pray that God helps them,” she says.

Indescribable an act, a 16-year-old boy in Kasese District has been arrested after being caught red-handed raping a 3-year-old girl.

The suspect arrested from Kikonjo Cell, Central Division in Kasese Municipality was caught pants down against the victim.

The victim’s older brother says that yesterday at around 3:30 pm, while playing in a compound, they heard the victim making a loud cry, and on reaching out, they found the suspect’s pants down while holding the minor on his thighs.

They alerted the police, who picked up the suspect.

John Siriwayo, municipal councillor representing the area, blamed the act on the influence of drugs that many young people have taken on, washing authorities clean.

Joackim Bwakya, acting officer in charge of Kasese Central police station, confirmed the development, adding that the victim has been taken to the hospital for a medical examination.

The proprietor of Welfare Clinic in Soroti City is under police custody in connection with the death of a woman during childbirth under suspicious circumstances.

Identified as Emma Lucy Aluka, the lady arrived at the clinic on Thursday, January 23, experiencing labor pains, and after assessment, Dr. Egwau recommended a cesarean section, which he performed the following day.

The family members of the lady initially believed the procedure had gone smoothly after hearing the newborn cry but hours later, nurses of the clinic informed them that Dr. Egwau and his team were still attending to the mother.

Dr. Egwau did not immediately tell the family members of what had happened but instead assured them that he was fine but the situation worsened around 3 a.m. when another patient at the clinic reportedly saw what appeared to be a body being loaded into Dr. Egwau’s vehicle.

After this, the family discovered that their relative’s body had been transported to Bethesda Mortuary by Egwau himself. When they inquired at the mortuary, they were told that the body could not be released without his permission.

The family desperately attempted to contact Egwau, but he was unreachable, and even when they finally retrieved Aluka’s body, they sought a postmortem examination at Soroti Regional Referral Hospital, and the hospital refused to give it to them.

They later turned to the police; the body was instead transported to Mbale for examination by the regional police surgeon, and the postmortem report revealed that Aluka had died due to severe postpartum hemorrhage and excessive bleeding after childbirth.

The East Kyoga Regional Police Commander, Damalie Nachuha, confirmed that the family had approached her office for assistance. A general inquiry file (DEF 001/2025) was opened at Soroti City West Police Station. The postmortem report was later handed to the family, allowing them to proceed with burial arrangements.

Following investigations, Dr. Egwau was arrested and initially detained at Soroti West Police Station before being transferred to the regional police due to inadequate detention facilities. Nachuha stated that the police are still determining the specific charges against him.

Dr. Egwau, a retired doctor from Soroti Hospital, had later ventured into politics, private medical practice, and dairy farming. Authorities continue to investigate the circumstances surrounding Aluka’s death as calls for accountability grow.

Alex Byarugaba has urged Parliament’s budget. The chairperson of the Presidential Affairs Committee has asked parliament to increase President Yoweri Museveni’s donation budget for the next financial year, 2025/26.

A total of 83.03 billion has been requested by the statehouse to cover the outstanding presidential donations, although only Shs 53.03 billion has been allocated, and this leaves a gap of Shs 30 billion.

This comes at a time when the national budget is on a drop, and according to Henry Musasizi, the State Minister for Finance, Planning, and Economic Development (General Duties), the resource envelope for 2025/26 is projected to be Shs 57.441 trillion, which is lower than the Shs 72.137 trillion allocated in the current financial year.

In the recent Auditor General’s report, inconsistencies were exposed for the 2023/24 financial year in State House expenditure. Here, the statehouse spent Shs 80.18 billion on presidential donations, while only Shs 18.17 billion was allocated Shs 3.397 billion on allowances

Byarugaba further warned that unfulfilled presidential pledges were and are still damaging Museveni’s reputation, as many MPs continue to report unmet promises from their constituencies.

Jane Barekye, the State House Comptroller, acknowledged the overwhelming demand for donations, particularly from ministers who push for pledges to be fulfilled in their respective regions.

“This is a growing challenge that requires collective action. It’s impossible to plan donations properly because we don’t know who the president will pledge to next. We prioritize based on urgency and available funds,” Barekye explained, as quoted by Parliament Watch. She emphasized the need for clearer guidelines to manage expectations.

The Office of the Prime Minister announced that over 600 houses will be constructed on KCCA land at a cost of Shs84 billion, with the beneficiaries expected to repay the costs through deductions from their Kiteezi land value.

State Minister for Housing, Persis Namuganza, stated that the project, to be executed by Bulwadda Estates Ltd, will provide three-bedroom houses for affected families. However, many survivors argue the decision was made without consulting them, leaving them frustrated and dissatisfied.

Gonzanga Nkondwe, one of the survivors, expressed anger, saying they were promised compensation, not loans for housing. “We reject this plan. The government should compensate us for our lost properties so we can decide where to relocate. If the landfill is removed, we can remain on our land,” he said.

David Musinguzi, who lost family members in the disaster, criticized the plan, calling it a burden on survivors. “How can we pay for houses when our businesses and livelihoods were destroyed? Compensation would allow us to rebuild our lives on our terms,” he said.

The affected residents are urging the government to prioritize direct engagement to understand their needs. They demand fair compensation instead of relocation to Mukono, insisting they should be given the freedom to rebuild independently.

• 50 individuals with identical National Identification Numbers (NINs), names, and phone numbers receiving loans totaling Shs49.8 million.
• 800 individuals with matching NINs and names but different phone numbers securing loans worth Shs795.2 million.
• 52 individuals with duplicate NINs but varying names and phone numbers obtaining loans amounting to Shs50.72 million.
• 10,646 individuals approved multiple times for loans totaling Shs10.432 billion, disbursed to 5,710 households.

The report also highlighted that Shs826 million was granted to 832 beneficiaries from unregistered enterprise groups, making recovery in case of defaults nearly impossible.

Additionally, Shs8.611 billion was disbursed to 13,844 beneficiaries, with most receiving less than Shs1 million, contrary to the program’s User Handbook, which caps loans at Shs1 million per household under the financial inclusion pillar.

Launched by President Museveni in February 2022, the PDM aimed to uplift subsistence households by transitioning them into the money economy, improving food security, and increasing incomes. However, these findings indicate significant gaps in oversight and accountability, undermining the program’s objectives and its potential to bring meaningful change to grassroots communities.
