In an official statement, UMSC Secretary General Haji Abbas Muluubya affirmed that Sheikh Shaban Ramadhan Mubaje remains the Mufti of Uganda, while Prof. Dr. Muhammadi Lubega Kisambira retains his position as the National Chairman of the council.

The council accused Issa Gule of distributing counterfeit documents bearing UMSC’s name, falsely portraying himself as an authorized official. Gule is said to have circulated these documents to government offices, embassies, and financial institutions in a bid to create a rival leadership faction.

UMSC condemned Gule’s actions as serious offenses, including fraud, impersonation, and the unauthorized use of the council’s identity, emphasizing the harm these acts cause to the council’s reputation and operations. The council further warned that such activities could lead to unrest and disrupt the harmony of Uganda’s Muslim community.

UMSC urged government agencies, embassies, and the public to ignore any communications from Gule, describing them as unconstitutional and invalid. The council reaffirmed its commitment to constitutional leadership and called for peace and stability within the organization.

This statement follows the recent conclusion of UMSC’s 50th-anniversary celebrations, held from December 4 to 12, 2024. Muluubya called on the government, security forces, and other stakeholders to maintain order and prevent any actions that might undermine the council’s unity.
