Trial lawyers in the Office of the Prosecutor at the International Criminal Court (ICC) are pushing for the confirmation of charges to be heard against the elusive leader of the Lord’s Resistance Army (LRA), Joseph Kony, in Uganda.

Last month, the ICC Pre-Trial Chamber III announced it would proceed to hold a confirmation of charges hearing against Kony in his absence. This was after it said it had met all conditions to hold confirmation of charges hearing in his absence.

Kony is facing 33 counts of crimes comprising of war crimes and crimes against humanity allegedly committed against the civilian population in Northern Uganda between July 1, 2002, and December 31, 2005. Dahirou Sant Anna, the International Cooperation Advisor, Office of the Prosecutor told Journalists in Gulu City Monday that the proposals to have the confirmation of charges hearing in Uganda is beneficial to the victims of the LRA in many ways.

Firstly, he says that based on the suggestion of the community and leaders in the country in the past and currently, bringing the court’s judicial processes would mean bringing justice closer to the victims of the LRA war. Anna says having the confirmation of charges hearing held in Uganda will help in building confidence and trust among the victims on the work of the ICC in handling the case against Kony.

According to Anna, the victims of the crimes allegedly committed by Kony will easily share pieces of evidence in support of the charges labeled by the prosecutor when the hearing of confirmation of the charges is held in Uganda. The office of the prosecutor is already inspecting the courts in Lira, Gulu and Kampala where the confirmation of charges hearing may be held once their proposals are approved by the World Court.

Last week, the Defence counsel of Kony led by Peter Haynes visited Gulu High Circuit in Gulu City, one of the proposed court facilities. Anna however notes that the officials from the ICC registry have yet to interact with the Ugandan Judiciary on the proposals to utilize the Ugandan court facilities.

While the Ugandan judiciary has shown the competence to handle war crimes and crimes against humanity cases at the domestic level, the ICC maintains it’s its responsibility to handle the proceeding against Kony. Leoni van Bruan, a senior Trial Lawyer in the Office of the Prosecutor says the ICC is working closely with the Ugandan government to ensure Kony is brought to book including advocating having his in-absentia confirmation of charges hearing in the country.

Bruan notes that the indictment against Kony focuses on seven Internally Displaced People’s Camps in Barlonyo, Abia, Pagak, Pajule, Lukodi, Abok, and Odek all in the districts of Lira, Amuru, Pader, Gulu, and Omoro. Kony is indicted over the forceful abduction of about 140 girls from Lwala Secondary School, abduction, enslavement, and severe mistreatment of children until the age of 18, and conscription of child soldiers until the age of 15.

Other charges are the enslavement of girls, particularly for forced labor, sexual exploitation, engaging in fighting, forced marriages, rape, enslavement, and abduction of hundreds of women. Bruan notes that it’s the first time, the prosecutor has charged a suspect at the ICC over crimes committed against children born in captivity.

“So we are saying that they are direct victims, just like children who were abducted and integrated. Those children born out of captivity and then remaining for a certain period within this coercive environment are also direct victims,” she said.

Kony was indicted by the ICC in 2005 and remains the longest-standing suspect wanted by the ICC on the run. Bruan acknowledged that Kony has for long evaded arrest and attributes it to his flexibility to navigate some of the toughest terrain on the planet rather than his spiritual powers.

Both the office of the prosecutor and the Defence counsel of Kony are currently in Northern Uganda on outreach missions with various stakeholders in the communities affected by the 20-year LRA war.

• New Zealand TikTok personality Reid Samuel James, known as Muzungu-Boda, was ejected from Uganda for working illegally on a tourist visa. The Ministry of Internal Affairs confirmed he was running a charitable NGO, which violated Uganda’s immigration laws.

The Ministry of Internal Affairs has confirmed the ejection of Reid Samuel James, a New Zealand national and popular TikTok personality known as Muzungu-Boda, from Uganda for working illegally in the country without the proper documentation.

Simon Mundeyi, spokesperson for the Ministry, revealed that Muzungu-Boda had been engaging in work activities while holding a tourist visa, which does not permit such activities under Uganda’s immigration laws. He was running a charitable NGO during his stay, which was classified as “work” by the Directorate of Citizenship and Immigration Control (DCIC).

“To work in any country, an individual must possess a valid work permit. It is not permissible to work on a tourist visa, and that is exactly what he was doing,” Mundeyi explained. “As standard practice, he was removed from the country.”

However, Mundeyi was careful to clarify that Muzungu-Boda was not officially deported. Instead, he was asked to reorganize his affairs and apply for the appropriate documentation should he wish to return to Uganda in the future. “He was not deported, and he can return once he has the proper permits,” Mundeyi stated.

In addition to his visa violation, the Ministry raised concerns about some of Muzungu-Boda’s behavior while in Uganda. Mundeyi described a series of videos posted by the influencer, which he said featured “bizarre and inappropriate actions.” In one, Muzungu-Boda was seen performing dangerous stunts with children, some of whom were injured. In another video, he was caught on camera interacting inappropriately with an elderly woman, taking her matooke (bananas) and kissing her without consent.

“We cannot tolerate such behavior. His actions were concerning, and this behavior was part of the reason for his removal,” Mundeyi said. He added that Muzungu-Boda had also been acting erratically, criticizing local infrastructure and making uncoordinated comments, leading some to question his state of mind.

Despite his departure, Muzungu-Boda has denied accusations that he was working for financial gain. In a post on social media, he defended his actions, claiming he wasn’t earning income but was rather helping vulnerable children. He also denied that he was detained by immigration officials, though reports from the Ministry indicate otherwise.

On November 18, Muzungu-Boda posted on Twitter, addressing some of the misinformation surrounding his departure: “My name is not Amin, it’s Armin. It’s a Bosnian name. That’s one out of 10 things that are untrue here.”

Muzungu-Boda rose to fame in Uganda and across social media for his entertaining and sometimes controversial videos that showcased Uganda’s culture and lifestyle. However, it appears that his actions have now drawn the scrutiny of Ugandan authorities, raising questions about the boundaries of social media stardom and the legalities of working abroad without proper permits.

The Wampewo Service Station now also hosts Uganda’s first electric bike charging point within the TotalEnergies network, with plans to expand electric charging points to additional locations nationwide. This rollout aligns with the growing adoption of electric bikes, beginning with an initial fleet of 26 e-bikes from Green Hub.

Green Hub, an advocate for women in e-mobility, partners with TotalEnergies through a coalition including MTN, Centenary Bank, TVS, Women Rising for Africa, the Danish Embassy, and the Ugandan government. As part of this collaboration, TotalEnergies has donated $5,000 to support female riders in acquiring electric bikes and provided 400 helmets to enhance rider safety.

This expansion reflects TotalEnergies’ goal of adapting its products and services to meet the evolving energy needs of Ugandan customers.

Uganda peoples congress (UPC) party primaries for the women MP flagbearer in the upcoming by-elections on 14th November were this evening called-off by the National vice chairperson for the party Brenda Atim Kinyera. The elections that were slated at Bamboo Gardens in central division, Kisoro municipality came to standstill as the candidates accused each other of fetching ineligible voters.

The two candidates who were in the race included the metropolitan international university guild speaker Susan Natukunda and Ingabire Meble, a graduate of guidance and counselling also a formers staff of hope for orphans and vulnerable children project (HAVOC) in Kisoro district.

The two candidates who earlier on had a platform to deliver their manifestos in presence of the party National and regional leaders together with the anticipating voters had their hopes hit the dead-end as the voters were asked to line up for verification.

The seemingly disoriented voters filled the space with the disorderly voices challenging the order of lining up for verification that was issued out by the National vice chairperson for the UPC party Brenda Atim Kinyera.

Seb sequencing, the disorderliness in the area, Brenda Atim Kinyera unshakingly decided to call off the party elections for the flag bearer.

In her interaction with media, Brenda Atim said that she has prior knowledge that most of the people yawning for elections are ineligible members of the party who by natural principles of the party constitution are barred from participating. In her further disclosure she indicated that most of the same are students of Metropolitan International university who doesn’t hail from the election area (Kisoro).

 “As party we are going to sit and sort the issues amicably and  failure to adherence by tomorrow Wednesday 30th October 2024, the party shall not participate in the by-elections”, Brenda said.

Shortly after calling off the elections by the National vice chairperson Brenda Atim Kinyera, the Kisoro district chairperson for the UPC Amos Manirakiza contested the decision by Ms. Brenda Atim for halting elections.

Amos who seemed unsure of the exact registered number and other identities of the party members, declared his neutrality in elections, saying that all the party members should be allowed to vote and get the right flagbearer in the general elections.

“We are going to follow up on the causes behind the halt and then gets back to you”, Amos affirmed.

However, after the decision all the candidates interacted with the media, Ingabire Meble a candidate in the race said that she wouldn’t allow going top elections dominated by university students who are even ineligible members of the party. She thanked the election team to call off the elections saying that they have to condemn such evils in UPC.

“You all know that university has got students from different areas, some of who aren’t voters in Kisoro. I thus can’t accept to participate in such messed up elections”, Meble said.

Similarly, Susan Natukunda contested against the issues of ferrying university students to rally behind her. She affirmed that only those eligible were mobilised. She further accused her rival for connivance with the national leaders to wrongly halt the decision.

She in her optimism depicted hopes in being the right choice by tomorrow failure to that likely to cause the loss of the party’s popularity in the district.

The chaotic situation aroused the attention of the police from Kisoro district central police station led by the field force unit officer Noel Rwamahe. However, police arrived after both candidates had a closed-door meeting with the National party vice chairperson Brenda Atim Kinyera.

In a no-go area for media, a police officer Rwamahe directly entered the room after which he came asking everybody to vacate the place. Rwamahe’s orders seemed not yielding as some of the voters loudly asked him to provide their candidate.

Our efforts to establish the outcomes from the meeting were futile as the chairperson of the meeting Brenda Atim Kinyera was whisked away in the police vehicle.

However, other sources confirmed to media that police wasn’t arresting her as they just wanted her out of the Place peacefully.

Speaking to The Telegraph in an interview earlier this week, Bunyoro top artist Batumbaya Denis known as Figo West expressed sharp criticism of President Museveni, Ugandan Prime Minister Robinah Nabbanja and the Ugandan government for their lack of practical support for the youth and people of Bunyoro.

West also pointed out the government’s support for artists in central and other regions, while Bunyoro’s youth still struggle with financial resources. Reliable sources say that even when the government and its agencies visit Bunyoro, they bring artists from the central to perform at their events. “Recently, Prime Minister Robinah Nabbanja held a mobilization campaign to seek votes for then-candidate Uthuman Mubarak. Shockingly, instead of considering Bunyoro artists, she brought artists like Gravity Omutujju to perform his song ‘Okwepicha’ during the rally,” West said, criticizing the choice of songs that “have no meaning” for all generations in the region.

Prime Minister Robinah Nabbanja, herself a Munyoro, has found herself at the center of controversy for consistently hiring artists from central Uganda, neglecting local talent. Critics argue that even when Bunyoro artists are given a chance to perform; they are underpaid compared to artists from other regions like the central who perform songs that do not resonate with the local community.

“I find it shocking that while the government secures loans based on our oil resources, the residents in the oil-rich regions continue to face hardship and suffering. People are being driven-out from their lands,” he said.

“Additionally, Earlier, the kingdom was protected by what were referred to as Abarusura, but today, the army is the primary security for the kingdoms,” he said in a Saturday interview.

“The kingdom no longer serves the people’s interests; it serves the interests of President Museveni and his regime,” West added. He highlighted the risks faced by those who speak out against the government, including arrests, torture, abductions, and killings. Bunyoro’s youth, he noted, feel neglected and unsupported in their efforts to improve their lives. “In our years as youth, we feel we have done totally nothing for ourselves,” West added.

At least nine people have been hacked to death in Kagadi District over alleged Cult-related violence. The incident happened on Tuesday night in Muzizi cell, Kyaterekera town council.

Unknown people armed with machetes raided the village at 9 pm and started hacking people indiscriminately. They later fled to an unknown destination.

The Albertine spokesperson SP Julius Alan Hakiza identified the deceased locals as Nyirambe Boniface Rodgers, Yokania Esakara 76 yr, Gabuwera Erinorah 64, Muhindo Praise, 8 kamugwanika 44 masika kabagenyi 3 Baruk Fednard 13 and Kabugho Oliver.Eight others are admitted to health centers.

Hakiiza says that the police and the Uganda Peoples Defense Forces soldiers have been deployed in the area to pursue the assailants.

The Injured victims shared their ordeal, leaving the community shocked and concerned about cult-related violence.

Lilian Ruteraho, the Kagadi Resident District Commissioner-RDC says that security has already taken charge of the area calling on residents to be calm.

Over 1,000 families displaced from their ancestral lands in Kasonga Parish, Kyangwali Sub-County, are enduring harsh health conditions in an internally displaced persons (IDP) camp within Kikuube Town Council, Kikuube District.

These residents, mostly women and children, were evicted from areas including Bukinda A and B, Kavule, Bwizibwera A and B, Kyeya A and B, Nyaruhanga, Kabirizi, Nyamigisa A and B, and Katoma villages in Kasonga Parish. The evictions stem from a land dispute over 36 square kilometers between the residents and the Kyangwali Refugee Settlement. In September 2013, with support from police and UPDF forces, the Office of the Prime Minister (OPM) displaced over 60,000 people from the contested land to make way for an expanded refugee settlement. Since then, many residents have lived in makeshift camps under poor conditions in Kyeya Village, Kyangwali Sub-County.

In 2016 and 2018, President Yoweri Museveni ordered these evicted families to be resettled on their ancestral lands, but implementation remains stalled. Frustrated, residents have gathered multiple times at the office of the Resident District Commissioner (RDC), seeking enforcement of the president’s directive.

OPM defended the evictions as necessary to expand the settlement from 50 to 70 square miles to accommodate rising numbers of refugees from neighboring countries. In response, the residents initially camped at Kyangwali Sub-County headquarters and petitioned former Prime Minister Amama Mbabazi, who directed them to return to their land, yet this directive was also ignored. In 2014, Justice Simon Byabakama of Masindi High Court ordered a boundary reopening for the disputed land, but the order was not enforced. Then, in 2016, President Museveni directed then-Prime Minister Ruhakana Rugunda to resettle and compensate the evictees, but these instructions were not acted upon.

By February 2022, the evictees set up camp at the RDC’s office, protesting the prolonged delays in their resettlement. In July 2023, they moved to a plot donated by Kikuube Woman MP Florence Natumanya in the Butyamba cell of Kikuube Town Council.

Residents now face severe health risks, with limited sanitation and hygiene facilities, which they fear may lead to disease outbreaks. Jackline Nyamaizi, a camp resident, reports recurring illnesses like diarrhea, malaria, and cholera due to inadequate health facilities. Ahumuza Businge, another resident, highlights the scarcity of clean water, as camp residents must share water sources with wild animals, posing serious risks to their health. According to camp chairperson Fred Mbambali, health conditions are dire, with limited latrines and essential facilities, increasing the risk of diseases like cholera.

The camp’s female residents, including Rosemary Nakibuuka, report increased susceptibility to infections, including STIs, due to shared, poorly maintained hygiene facilities. Nestori Tumwesigye, the Kyangwali Sub-County LCV Councilor, expresses frustration over the government’s inaction despite repeated pleas for resettlement support. Kikuube LCV Vice Chairperson Vincent Alpha Opio confirms that the district has proposed acquiring land to provide proper resettlement and health services.

However, Charles Bafaki, the Principal Resettlement Officer with OPM, claims that about 10,000 families have already been resettled in Kyeeya Village in Kyangwali Sub-County, a claim contested by local leaders and evictees. In 2022, the Minister for Relief, Disaster Preparedness, and Refugees, Hillary Onek, stated that the government legally owns the contested land. In October 2021, Prime Minister Robinah Nabbanja halted OPM activities on the land, suspecting that some OPM officials and settlement staff were fraudulently using the land for personal gain. She instructed local authorities to prevent further activity on the land pending investigations.

In Hoima, butchers have announced a protest, halting all animal slaughter from Thursday morning in response to the detention of their chairman, Norman Kimarahunga. Kimarahunga was detained last week after being summoned by police to provide a statement regarding a cow at the Kiryatete slaughterhouse found without a proper mark.

The butchers are demanding Kimarahunga’s immediate release and have vowed to continue the strike until he is freed. Sharif Muhanuzi, one of the butchers, emphasized their refusal to work while their leader remains in custody without clear cause.

Albertine region police spokesperson Julius Hakiza stated that Kimarahunga’s detention is part of an investigation into rising cattle theft in the Hoima and Bunyoro regions.

President Yoweri Kaguta Museveni has urged East Africans to embrace Swahili as a tool for unity and economic integration across the continent. Highlighting the similarity of tribes and clans in Africa as a unifying factor, Museveni emphasized the role of Swahili in bridging linguistic divides. He shared his vision during the graduation ceremony of 304 Kiswahili students from a free one-year course at Kyambogo University, a program championed by the National Resistance Movement (NRM) Secretariat.

Museveni stressed the potential for Swahili to become a powerful international language, adaptable with vocabulary from various African tribes. “We can build a very powerful language by incorporating vocabularies from our tribal languages,” he remarked, citing words like “Emyooga”—skills such as carpentry and tailoring—as examples.

The initiative, driven by the NRM and leaders like Rt. Hon. Rebecca Kadaga, aims to ease communication across East African nations. Kadaga commended Museveni’s support for Kiswahili, dispelling myths that promoting Swahili would eliminate native languages in Uganda.

With over 200 million speakers, Swahili is an official language of the East African Community (EAC) member states, including Uganda. The Kyambogo University event marked a significant milestone in Uganda’s journey to make Swahili accessible to its citizens, with graduates poised to become Swahili ambassadors across districts and communities.

In his commitment to the program, Museveni contributed Shs100 million to the graduates’ SACCO, underlining his dedication to advancing Swahili as a core pillar of East African integration.

In a historic synchronized cross-border vaccination campaign, over 6.5 million children in Kenya and Uganda received polio immunizations from October 3 to 6, 2024. Launched in Bungoma District, Kenya, and Mbale District, Uganda, this initiative focused on vulnerable children in high-risk border areas, ensuring comprehensive protection against this debilitating disease.

The joint effort underscores both countries’ commitment to combating polio, particularly in regions where cross-border transmission poses a significant threat. By coordinating their vaccination campaigns and sharing real-time data, Kenya and Uganda have effectively reduced the risk of the poliovirus spreading along their 772-kilometer border.

Dr. Daniel Kyabayinze, Director of Public Health in Uganda’s Ministry of Health, emphasized the importance of the campaign, stating, “Our health workers will vaccinate every child against polio door-to-door. Vaccination has eradicated many diseases in Uganda, and we thank all our partners for supporting a polio-free future. Protect your children from paralysis—vaccinate today.”

The urgency of this campaign was prompted by the detection of six polioviruses in Kenya and one in Uganda through environmental surveillance earlier this year. Both nations recognized the need for immediate action to prevent further transmission, especially among children under five living near the border.

Dr. Charles Njuguna, the World Health Organization (WHO) representative in Uganda, highlighted the rapid spread of the virus in the East African region, noting, “The virus is spreading fast, putting our children—particularly those under five—at risk of this incurable yet vaccine-preventable disease.”

To maximize coverage, the governments of Kenya and Uganda implemented coordinated strategies at both national and regional levels, focusing on the ten districts along their border. Authorities mapped cross-border communities and migratory routes, ensuring that health workers could reach even the most remote populations.

Charles Korir, the Global Polio Eradication Initiative (GPEI) Coordinator in Kenya, praised the collaborative effort: “The current polio outbreak in Eastern Africa is fueled by heavy movement of high-risk populations. The synchronized campaigns by Kenya and Uganda are a commendable step, supported by the GPEI partnership.”

This campaign is part of a broader regional strategy, backed by WHO and GPEI partners, aimed at closing immunization gaps and addressing the issue of “zero-dose” children—those who have never been vaccinated. Both countries recognize that polio cannot be eradicated in isolation, and their synchronized approach exemplifies the power of regional cooperation in addressing public health challenges.

As the two nations prepare for their second synchronized campaign scheduled for November 6-10, their collaborative efforts set a powerful example for others facing similar threats. By prioritizing cross-border vaccination, Kenya and Uganda are leading the way toward a polio-free future, benefiting not only their citizens but the global community as well.

The Electoral Commission (EC) has been elected to the Executive Board of the Association of World Election Bodies (A-WEB), a global forum dedicated to election management. The election occurred during A-WEB’s 6th General Assembly held in Bogotá, Colombia, on October 23, 2024.

Nominated alongside Kenya’s Independent Electoral and Boundaries Commission (IEBC), the EC was selected by African members to fill two key positions representing the continent. Both commissions received unanimous confirmation from all assembly members and will serve a renewable two-year term.

The EC joins representatives from Libya, Sierra Leone, and Mauritius, strengthening Africa’s voice on the Board. This Executive Board plays a critical role in overseeing A-WEB’s efforts to promote democratic, free, fair, transparent, and credible elections globally.

Commissioner Peter James Emorut, representing the EC, expressed gratitude for the confidence shown in Uganda and committed to contributing positively to A-WEB’s mission during their tenure.

Headquartered in South Korea, A-WEB is the largest international organization in election management, consisting of 121 Election Management Bodies from 111 countries. Since its inception in 2013, A-WEB has been dedicated to enhancing the effectiveness of electoral processes worldwide.

As Mustapha Gerima approached his home village of Midigo in Uganda’s Yumbe district in 2016, he was shocked. The lush landscapes he once knew had been replaced by barren soils and tree stumps, as the charcoal trade ravaged the land. A biology teacher in Tanzania for nearly two decades, Gerima returned to Uganda seeking medical care, but this homecoming changed the trajectory of his life.

“I have to fight for our beloved shea trees,” says Gerima, now 52. The destruction of shea and Afzelia Africana trees in northern Uganda, prized for their wood density, has accelerated due to rampant commercial charcoal production. From 1990 to 2018, Uganda’s forest cover plummeted from 24% to just 9%, as the trade thrived, supplying nations like Kenya and reaching as far as the Middle East.

Despite a government ban on commercial charcoal production in 2023, illegal logging and smuggling persist under the alleged protection of corrupt officials and military personnel. President Yoweri Museveni’s executive order banning charcoal singled out “security groups and government agencies” complicit in the trade.

Determined to save the shea trees, Gerima launched the Save the Shea Nut Tree Movement and embarked on a 644km protest walk to raise awareness. He distributed tree seedlings, worked with local scouts to expose illegal charcoal dealers, and publicly named army officials and politicians involved in the trade. “This is pure selfishness,” Gerima declares. “We must protect nature for future generations, even if it means exposing criminals in broad daylight.”

Gerima’s activism has come at great personal risk. He has been shot at, his home broken into, and received numerous death threats. Yet, he remains resolute in his mission to protect the land he loves.

The porous Uganda-South Sudan border has complicated efforts to curb illegal charcoal smuggling. South Sudanese forces have carried out cross-border attacks, while traders exploit unclear boundaries to continue their operations. “Fixing the border would help us end this mess,” says Milton Nyeko of Uganda’s National Forestry Authority.

For Gerima, the fight against deforestation and corruption is far from over. “Cutting out the cancer: corruption,” he says, is the only way to save the precious shea trees of northern Uganda.

At least six people have died, and five others are critically injured following a head-on collision between a commuter taxi and a Fuso truck on the Kampala-Gulu Highway. The accident occurred around 3 PM in Sinalya, near Bombo, involving a Toyota Hiace and a Fuso Fighter truck, The Telegraph has learned.

Savanah Region Police spokesperson Sam Twinnaemazima attributed the crash to reckless driving, stating that the Fuso driver, whose vehicle is registered as UBN 052L, was overtaking dangerously when he collided head-on with the Hiace, registered as UBL 502Z. The Fuso driver fled the scene, and his identity remains unknown, while the taxi driver was pronounced dead at the scene.

Among the deceased were passengers identified as Rogers Mfitumukiza from Gakoro Village, Sonko Parish in Kisoro District, and Charles Opirisa, a Ministry of Works employee residing in Banda, Nakawa Division, Kampala. The other victims included Joshua Ebong, Efrayimu Mugerwa from Kawala, a man known only as Kato, and an unidentified female adult.

The injured victims were rushed to General Military Hospital (GMH) in Bombo for emergency treatment, while the bodies of the deceased were taken to Luwero Hospital mortuary for post-mortem examinations.

Police have launched an investigation into the incident and are appealing to the public for information on the whereabouts of the Fuso driver. Authorities are urging drivers to exercise caution and adhere to traffic regulations to prevent further tragedies. The Kampala-Gulu Highway, one of Uganda’s busiest routes, has a history of accidents often linked to reckless driving and dangerous overtaking.

The Ugandan government has announced plans to construct a perimeter wall around the Kiteezi landfill in Kampala, following a catastrophic collapse that resulted in multiple fatalities and property damage.

State Minister for Kampala, Kabuye Kyofatogabye, stated that the Special Forces Command will spearhead the urgent construction project. “This perimeter wall is crucial in preventing further encroachment and ensuring the safety of our citizens,” he said. “We cannot afford to lose more lives due to avoidable disasters.”

The Kiteezi landfill collapse in August led to 24 deaths and displaced numerous residents. In response, the government has initiated rescue and relief efforts, with Prime Minister Robinah Nabbanja overseeing the operations.

Minister Kyofatogabye reiterated the government’s commitment to protecting citizens, emphasizing, “The safety of our people is paramount, and we will take all necessary measures to ensure their well-being.”

Jumia Technologies, Africa’s leading e-commerce company, is set to shut down its South African fashion retailer Zando and wind down operations in Tunisia by the end of the year, The Telegraph has learned. CEO Francis Dufay announced the move as part of Jumia’s broader effort to streamline operations and focus on more profitable markets.

In pursuit of profitability, Jumia is reducing its workforce, discontinuing services like grocery and food delivery, and narrowing delivery options to support its core e-commerce activities. These changes reflect the company’s aim to improve efficiency across Africa.

“The trajectory of these countries didn’t align with our strategy,” Dufay said, citing tough macroeconomic conditions, competitive pressures, and limited growth potential. Jumia will now concentrate on stronger markets such as Egypt, Kenya, Morocco, and Nigeria.

The decision comes as Jumia acknowledges that South Africa and Tunisia contributed just 2.7% of total orders and 3% of Gross Merchandise Value (GMV) in the first half of the year. Despite Zando’s established presence in South Africa, no plans to sell either entity have been made, and both platforms will hold clearance sales before closing.

The closures will result in approximately 110 job losses, though some employees may be redeployed within the company.

The Public Accounts Committee (Central Government) has expressed concerns over Uganda’s financial management, highlighting a Shs4.4 trillion gap between the government’s expenditure and revenue.

In a report presented to Parliament on Wednesday, 16 October 2024, the Committee Chairperson, Hon. Muwanga Kivumbi, pointed out that this significant deficit, coupled with growing domestic arrears, poses a serious threat to Uganda’s economic stability.

The report revealed that for the financial year ending 30 June 2023, the government had set a revenue target of Shs48 trillion. However, actual expenditure surged to Shs52.5 trillion, resulting in a Shs4.4 trillion shortfall.
“This ongoing failure to align revenue with expenditure is unsustainable and harms Uganda’s financial credibility,” Kivumbi said in his address to Parliament.

Kivumbi criticized the lack of fiscal discipline, remarking, “We cannot keep approving budgets that paint an overly optimistic picture when the reality is much different. This kind of deceptive budgeting is damaging our ability to finance essential services.”

A key issue in the report is the accumulation of domestic arrears, which increased from Shs8 trillion in 2022 to more than Shs10 trillion in 2023. Kivumbi warned that this rising debt could lead to legal risks and hinder the government’s ability to meet its financial obligations.
“We must not allow this unchecked accumulation of debt,” he urged, calling for accountability from officials who commit to spending beyond the approved budgets.

Kivumbi also noted that issuing warrants without ensuring the availability of cash misleads accounting officers, causing them to commit to payments the government cannot meet, which contributes to the rise in arrears and overall financial mismanagement.

The report further addressed broader concerns about Uganda’s debt management. As of June 2023, the country’s public debt had risen to Shs97 trillion, up from Shs86 trillion in 2022.
Domestic debt accounted for Shs44 trillion, while external debt stood at Shs52 trillion.
“The committee observed that the primary driver of this debt increase is new borrowing for budget support, which has strained the economy and led to more domestic borrowing. This situation may not be sustainable in the short term,” Kivumbi said.

The committee also raised concerns about the government’s use of bond switches, cautioning that while these offer short-term relief, they pose long-term financial risks.
“The government is rolling over bonds instead of paying them off, which is costing Ugandans. Had we settled these debts, the country could have saved Shs180 billion,” Kivumbi noted.

He also referenced the stalled International Specialised Hospital of Uganda (ISHU) project in Lubowa, where US$133.5 million in promissory notes had been paid out despite only 23% of the project being completed. Kivumbi condemned this as a “ghost project” and a waste of public funds.
“The committee recommends halting the Lubowa project until Parliament receives and reviews the special audit report by the Auditor General,” he stated.

Following the report’s presentation, Speaker Anita Among postponed further debate, requesting a response from the Executive.
“Since this is a technical report, we need figures. When you present figures, you must have a corresponding response. My suggestion is that we ask the government to provide a detailed reply,” Among said.

Ministers Musa Ecweru, David Bahati, and Denis Hamison Obua were present during the report’s submission.
The Government Chief Whip, Hon. Hamson Obua, requested 21 working days for the Ministry of Finance to prepare a comprehensive response to the issues raised. However, the Speaker directed that the response be presented by 24 October 2024, before the House begins its consideration of the budget framework paper.

Tanzanian payments company Nala has raised $40 million in Series A funding to fuel its global expansion and enhance its payment systems across Africa. The Kenya-based fintech, which facilitates money transfers from the UK, US, and EU to countries like Kenya, Uganda, Tanzania, Rwanda, and Ghana, will use the funds to build its own payment infrastructure, improving reliability across the continent.

This latest investment follows a $10 million seed round in 2022 and was led by global firms such as Acrew Capital, DST Global, and Amplo, along with several angel investors. Nala’s Founder and CEO, Benjamin Fernandes, emphasized how the capital will fast-track the company’s expansion efforts, focusing on its Nala Money App and its B2B platform, Rafiki API.

“The funding allows us to move beyond remittances, scaling globally while strengthening our payment ecosystem in Africa,” said Fernandes. “With our own payment rails and the growth of Rafiki, we’re not just talking about change – we’re building it.”

Nala’s rapid growth has seen its revenue increase tenfold over the past year, making the company profitable for the first time. Serving nearly 500,000 customers worldwide, Nala has expanded its team from seven to almost 100 employees. The company also committed $1 million to job creation and product innovation in Tanzania after securing a Payment Service Provider (PSP) license earlier this year.

Hundreds of Rwenzururu Kingdom subjects lined the streets of Kasese on Friday to warmly welcome their King, Omusinga Charles Wesley Mumbere, ahead of his 58th coronation anniversary next week.

Deputy Speaker Thomas Tayebwa, has called for increased investment in Uganda’s agricultural sector emphasising that it holds the key to the country’s economic transformation. 

Speaking at the flagging off of Uganda’s 13 best farmers of 2023 at the DFCU headquarters, Tayebwa highlighted the need to shift from traditional, rain-dependent farming to more modern, mechanised agriculture backed by irrigation and improved market access.

“Africa has 174 million hectares of arable land, yet 95 per cent of it is rain-fed,” Tayebwa said stressing that this reliance on nature is a fundamental obstacle to achieving food security and economic growth.

“We can no longer survive on forces of nature to feed our country. We need to invest in irrigation and mechanisation to produce more,” he said.

Tayebwa’s remarks come at a time when Uganda is grappling with challenges in boosting agricultural output, despite its vast potential.

He noted that agriculture remains Uganda’s backbone, with the European Union (EU) being the country’s second-largest trading partner, accounting for over 20 per cent of Uganda’s exports most of which are agricultural products. However, he expressed concern that Uganda’s agricultural exports are often hampered by stringent EU regulations.

“We export a lot of agricultural products to the EU but the standards imposed are tough on our farmers. Yet, when they come here, they enjoy the same produce without a problem,” Tayebwa added.

He called for dialogue between Uganda and the EU to ensure that regulatory requirements are fair and do not stifle Uganda’s farmers. “We don’t want to suffocate our farmers with regulations on deforestation, cocoa, tea and others. We need to work together to plan and implement these regulations safely,” the Deputy Speaker said.

Tayebwa also highlighted the importance of Uganda adopting a balanced approach to agricultural production. “We need to strike a balance between those producing for local markets and those aiming for export. This is why we have allocated funds through the Central Bank to support agriculture projects in collaboration with local banks,” he explained.

On government interventions, Tayebwa expressed optimism about current projects aimed at bolstering the agricultural sector specifically referencing a €100 million irrigation initiative with Nexus Green.
“With more intentional government interventions, I believe agriculture is going to be a critical sector that will transform our economy,” he affirmed.

However, Tayebwa stressed that simply sending farmers abroad for training, such as the Netherlands trip is not enough. The government must support these farmers upon their return to ensure the knowledge they acquire is put into practice for the benefit of the nation.

“Going to the Netherlands for training is just the beginning. We must support these farmers when they return so they can multiply what they have learned. Otherwise, it will be a wasted opportunity,” he cautioned.

Paul Owor, the Managing Director OP Dairy Farm who is one of the farmers taking the trip to Netherlands said that his interest is to learn more about value addition for his dairy products, and also mechanisation.

Kenya is one of 18 nations elected by the UN General Assembly to serve on the Human Rights Council. These countries will begin their three-year terms on January 1, 2025, according to a UN statement.

From Africa, Kenya was elected alongside the Democratic Republic of Congo (DRC), Ethiopia, Gambia, and Benin. Other elected member states include Bolivia, Colombia, Cyprus, Czechia, Iceland, Marshall Islands, Mexico, North Macedonia, Qatar, Republic of Korea, Spain, Switzerland, and Thailand.

Kenya had submitted its candidacy for the 2025-2027 term on September 27, 2024, pledging to “promote and safeguard human rights for all.” However, human rights organizations expressed strong opposition to Kenya’s candidacy prior to the vote in New York on Wednesday, citing serious concerns over alleged government-led human rights violations.

Led by the Kenya Human Rights Commission (KHRC), these groups accused the government of breaching international human rights laws, citing incidents such as unlawful killings, enforced disappearances, and defiance of court orders. Despite government denials of involvement in such violations, the rights groups emphasized that many of these issues remain unresolved, with perpetrators not held accountable.

In a letter addressed to the President of the UN Human Rights Council, the rights organizations, including KHRC, the Center for Memory and Development, and Muslims for Human Rights (MUHURI), among others, urged the UN to reject Kenya’s bid. They argued that granting Kenya a seat would compromise the credibility of the Council, especially given the government’s continued use of state security agencies to carry out actions that could be classified as crimes against humanity under the Rome Statute.

Uganda’s bold initiative to overhaul its education system has encountered significant setbacks due to the suspension of crucial international donor funding following the enactment of the Anti-Homosexuality Act.

Since its passage in May 2023, the law has faced global condemnation, particularly from human rights organizations. Uganda’s Ministry of Education had embarked on a flagship project worth Shs 840 billion aimed at modernizing the education sector. This comprehensive plan included infrastructure upgrades, teacher training, curriculum development, and efforts to improve the student-teacher ratio.

The initiative was heavily reliant on funding from the Global Partnership for Education (GPE), with the World Bank acting as the grant agent. Expected grants included $162.5 million for system transformation, $3.8 million for capacity building, and $50 million in multiplier grants. These funds were earmarked for improving literacy, numeracy, and access to secondary education across the country.

However, according to GPE’s September 2024 report, the approval process has been stalled due to concerns related to the Anti-Homosexuality Act. The report states, “System Transformation Grant… Not approved – process paused,” indicating that Uganda’s application had reached the final stage before the funding freeze. The $50 million multiplier grant has also been suspended, and the funding for this component has since been exhausted.

Uganda began seeking this grant in 2021, completing critical steps such as an enabling factors analysis and technical assessments by early 2022. The GPE board approved the strategic framework in September 2022, and the Ministry of Education had hoped the project would be a turning point for the country’s education system, especially after the disruptions caused by COVID-19.

Despite the setback, the Ministry of Education remains hopeful and is continuing discussions with stakeholders like UNICEF, which coordinates GPE in Uganda. Education Minister Janet Kataha Museveni recently discussed the issue with outgoing UNICEF representative Dr. Munir Safieldin.

Over the past decade, foreign grants have played a crucial role in Uganda’s educational reforms. GPE alone has provided over $116 million to support Uganda’s education sector since 2011. This includes a landmark $100 million grant in 2014 and additional funding for COVID-19 recovery in 2020.

However, education advocates like Patrick Kaboyo, head of the Education Advocacy Network, stress the importance of increasing domestic funding. Kaboyo notes that public investment in education has steadily declined, with the government’s share of education spending dropping from 13.72% in 2020 to 11.61% in 2021. Although the education sector’s 2024/2025 budget has grown to Shs 5.85 trillion, experts argue that at least 20% of the national budget should be allocated to education to meet the sector’s needs.

Uganda is set to collaborate with the Central African Republic (CAR) to develop a road network linking northern Uganda to a town in southeastern CAR, with the aim of strengthening trade relations between the two landlocked nations, President Museveni announced on Wednesday.

“We, alongside CAR, intend to convince the governments of Congo and South Sudan to construct roads from Arua (northern Uganda) through Isiro (Congo) and on to Obbo (CAR),” President Museveni stated.

He further explained, “We also need to persuade South Sudan to build a road via Yei, Maridi, and Yambio, connecting to CAR. This would create a road link between the East African Community (EAC) and CAR, extending further beyond.”

The Telegraph understands despite the geographical separation of over 1,100 kilometers, with Congo and South Sudan lying in between, Uganda and CAR are working towards this ambitious infrastructure initiative. President Museveni disclosed that the agreement was reached after extensive talks with CAR’s President Faustin-Archange Touadéra, who was in Uganda for the country’s 62nd Independence Day celebration.

Although Museveni did not specify when the road construction would begin or its cost, he emphasized the importance of these roads in helping the EAC tap into new markets and reduce reliance on what he referred to as “exploitative foreign markets.” He also encouraged Uganda’s airlines to explore direct flight routes to CAR’s capital, Bangui.

“I urge our air cargo companies and Uganda Airlines to explore the possibility of flying to Bangui, even if it’s only a few times a week, so we can strengthen our connection with our brothers and sisters there,” Museveni said during an event in Busia District.

Museveni stressed that connecting the EAC to CAR, a nation with over 6 million people that has endured conflict and civil war for more than a decade, would open up new regional market opportunities. “We must value Africa because it’s essential for our prosperity. A united Africa provides a larger market,” he added, while reaffirming Uganda’s commitment to completing the 332km Standard Gauge Railway from Malaba (Kenya) to Kampala, a project estimated to cost over $2.2 billion that has faced delays since its launch in 2013.

During his visit, President Touadéra praised Museveni for his leadership and pan-African spirit, acknowledging his efforts in transforming Uganda since taking power in 1986. “We see President Museveni as a vital asset to Africa for promoting peace and unity. His leadership in Uganda has inspired us greatly,” Touadéra stated.

Uganda has been investing in regional infrastructure projects, including a 223km road project in the Democratic Republic of Congo, which began in 2021 for both trade and security purposes. This came in the wake of Uganda’s military operations, dubbed ‘Operation Shujaa,’ targeting ADF rebels and other militias in the DRC.

A single case of mpox has been confirmed in Nakasongola prison in central Uganda, according to a prison spokesperson. The inmate is currently isolated and receiving treatment.

The outbreak, initially identified in the Democratic Republic of Congo earlier this year, was declared a public health emergency by the World Health Organization in August following the discovery of a new variant.

Frank Baine, spokesperson for the Uganda Prison Service, indicated that the inmate, charged with murder, likely entered the facility with the virus. Uganda’s total mpox cases have now reached 41, as reported last week. Health officials, including Ministry spokesperson Emmanuel Ainebyoona, are expected to provide further updates on the situation later today.

Uganda’s military chief, Gen. Muhoozi Kainerugaba, has demanded that U.S. Ambassador William Popp apologize to President Museveni or leave the country, heightening diplomatic tensions between Uganda and the United States.

In a post on X, Gen. Muhoozi accused Popp of “disrespecting our beloved and celebrated president” and undermining Uganda’s constitution. He stated, “If this current U.S. ambassador does not personally apologize to mzee (Museveni) by Monday morning at 9:00 am for his undiplomatic conduct in our country, we will demand his departure from Uganda.”

In a series of posts, Gen. Muhoozi suggested that the U.S. has been targeting Museveni’s ruling National Resistance Movement (NRM), which has been in power since 1986. “We have no issue with the USA. As I have often said, it is a country we respect and admire. However, we have gathered substantial evidence that they have been undermining the NRM government,” he explained.

He further warned, “If ANYBODY is foolish enough to attack us in our own country, I promise them chaos, destruction, and defeat! Afghanistan would seem like a pleasant picnic compared to our resistance. Our forefathers showed us the way: sacrifice is better than slavery.”

These controversial remarks come shortly after the U.S. imposed sanctions on four former high-ranking officers in Uganda’s military.

Ben Cardin, chair of the U.S. Foreign Relations Committee, responded, stating that “any further confrontation will be very problematic and met with a serious response,” while a source at the U.S. Mission in Uganda indicated they were “analyzing the situation.”

On October 2, the U.S. Department of State announced sanctions against police officials Bob Kagarura, Alex Mwine, Elly Womanya, and Hamdani Twesigye for their involvement in serious human rights violations. Previous sanctions had targeted several prominent Ugandan officials, including former deputy military chief Lt. Gen. Peter Elwelu, Parliament Speaker Anita Among, and Minister Amos Lugoloobi, along with their families. Elwelu was blacklisted for “extrajudicial killings” committed by members of the Uganda Peoples’ Defence Forces (UPDF), while the others faced allegations of corruption.

Other notable Ugandans under U.S. sanctions include former police chief Gen. Kale Kayihura, ex-spy chief Maj. Gen. Abel Kandiho, Uganda Prisons chief Johnson Byabashaija, and Moses Magogo, head of the football federation and speaker’s husband.

Museveni accepted Popp’s credentials in September 2023, appointing him as Washington’s diplomatic representative to Uganda, also known as the head of the U.S. mission.

Despite recent criticisms from Museveni directed at the West, Uganda and the United States have maintained relatively stable diplomatic relations for over 60 years.

Under international law, specifically Article 9 of the Vienna Convention, the receiving state (Uganda) can declare a diplomatic staff member of the sending state (the U.S.) persona non grata without providing an explanation.

Uganda has achieved a major milestone in its oil export ambitions with the arrival of the first batch of coated line pipes for the East African Crude Oil Pipeline (EACOP) project. Delivered by nine trucks from a coating plant in Nzega, Tanzania, the insulated pipes were transported to the main camp and pipe yard in Kyotera District by China Petroleum Pipeline Engineering Co. Ltd (CPP), the project’s construction contractor.

This significant delivery propels the project forward, as developers target the export of Uganda’s first crude oil by the end of 2025. Civil works are already in full swing, focusing on essential infrastructure such as pumping stations, camps, pipe yards, and storage facilities along the 1,443-kilometer pipeline. Once completed, the pipeline will connect Uganda’s oil fields in the Albertine Basin to Tanzania’s Tanga port.

Valued at $5 billion, the EACOP project prioritizes environmental sustainability. Uganda’s 296-kilometer section will be fully carbon-neutral, relying on renewable energy sources like solar and hydroelectricity. Developers are also exploring similar renewable energy solutions for the Tanzanian section of the pipeline. Stakeholders include Uganda and Tanzania, each holding a 15% stake, TotalEnergies with 62%, and China National Offshore Oil Corporation (CNOOC) Uganda Limited holding 8%.

Uganda’s Prime Minister, Rt. Hon. Robinah Nabbanja, commended the Uganda Bureau of Statistics (UBOS) for the timely release of the 2024 National Population and Housing Census (NPHC) dissemination report. Speaking at the official launch held at the Kampala Serena Hotel, Nabbanja emphasized the critical role of census data in shaping the country’s development agenda.

The Prime Minister recalled that President Museveni had inaugurated the Census roadmap on December 12, 2023, at Kololo Independence Grounds, where he emphasized the importance of understanding Uganda’s population dynamics. The census seeks to answer key questions about the number of Ugandans, their living conditions, assets, and access to government services.

During her address, Nabbanja expressed her gratitude to UBOS for delivering the final census report ahead of schedule, fulfilling the promise made by the Census Commissioner in June 2024. “This report answers vital questions and provides a comprehensive picture of Uganda’s population, which will guide the nation’s development policies,” she said.

Nabbanja also praised the various committees and stakeholders involved in the census preparations and extended her thanks to Ugandans for participating in the data collection process. She highlighted the importance of census data in helping the government assess its progress and plan future actions.

The 2024 census reveals that Uganda’s population has grown to 45.9 million, including over one million refugees. This marks an increase of over 10 million people since the 2014 census. Nabbanja attributed the population growth to improved healthcare services, such as expanded immunization programs and the establishment of health centers across the country.

The Prime Minister emphasized that the census data would help the government refine programs like the Parish Development Model, ensuring that the country’s most vulnerable citizens benefit. She called on all government officials and stakeholders to use the data to improve service delivery.

Nabbanja also noted the importance of analyzing demographic indicators such as life expectancy, fertility rates, and household welfare, as these figures will help Uganda achieve its Sustainable Development Goals (SDGs). The event, aptly named “Timeless Frames,” unveiled Ssenyonyi’s vivid portrayal of Uganda’s scenic landscapes, vibrant wildlife, and rich cultural heritage, all underscored by the importance of conservation.

The exhibition, a green and gold-themed gala, attracted Uganda’s top travel enthusiasts, content creators, conservationists, and key tourism industry stakeholders. Attendees were captivated by Ssenyonyi’s photography, which brought Uganda’s beauty to life.

“This exhibition is more than just art; it’s a narrative of Uganda’s natural beauty and cultural richness. Content creation is hard, but hard work never goes unnoticed,” Ssenyonyi remarked. However, he expressed frustration with high equipment taxes and strict drone laws that have hindered his work. “I’ve been arrested five times for using a drone. We need policies that enable content creators to work more efficiently,” he urged.

Lilly Ajarova, CEO of the Uganda Tourism Board and the evening’s chief guest, highlighted the pivotal role of content creators in promoting tourism. “Photographers and videographers are our biggest assets. Their work draws global attention to Uganda,” she said, announcing UTB’s plans to support and build capacity for content creators, including organizing familiarization trips and setting up a fund for competitions.

The event also featured a live performance by singer Lilian Mbabazi and concluded with an auction of Ssenyonyi’s art, fetching prices as high as Shs 2 million.

Ssenyonyi announced that the exhibition would become an annual event, with future editions showcasing the work of other photographers alongside his own.

FINCA Uganda has officially obtained a Bancassurance license from the Insurance Regulatory Authority (IRA), positioning the financial institution to offer a diverse range of insurance products alongside its existing banking services. This milestone marks a significant step toward providing more comprehensive financial solutions to its customers.

“With the launch of Bancassurance at FINCA, we have significantly enhanced the customer experience,” said James Onyutta, Managing Director of FINCA Uganda. “Customers can now access life, health, and property insurance alongside their banking needs, all in one place.”

This integration not only simplifies policy renewals and claims processes but also promotes efficiency and faster service. Onyutta added, “Our team will offer expert financial planning advice, helping customers make informed decisions regarding both their insurance and banking needs.”

The Bancassurance license is also seen as a tool to boost insurance penetration, particularly in underserved rural areas. Obel Bernard, Director for Supervision at FINCA, highlighted that this model would transform how insurance services are accessed. “Bancassurance allows clients to secure both banking and insurance services on the go, providing financial security for all Ugandans.”

Irene Kego, Executive Director of Padre Pio Insurance Brokers, praised FINCA’s innovation in growing the sector. “FINCA’s efforts will create insurance products tailored to the common person, aligning with its core mission of serving the community.”

By launching Bancassurance, FINCA Uganda is expected to expand its reach, offering valuable opportunities for insurance companies and brokers to cross-sell and up-sell to a broader customer base. This move also aligns with FINCA’s mission to eradicate poverty through scalable, community-informed solutions.

FINCA Uganda’s entry into Bancassurance underscores its commitment to financial inclusion, further empowering individuals and businesses with innovative financial services.

President Yoweri Museveni has called on Ugandan business owners, particularly those in manufacturing and agriculture, to take advantage of affordable credit from the Uganda Development Bank (UDB) to fuel their growth. Museveni made the appeal during the launch of a new 600 MW hydropower project, raising Uganda’s total power generation capacity to over 2,000 MW, a significant jump from 380 MW in 2005.

“High-interest rates from commercial banks make it hard for businesses to profit. That’s why the government established UDB to provide affordable loans. Borrow from UDB, Emyooga, and the Parish Development Model (PDM), and stay away from money lenders. I will deal with those exploiting you,” Museveni said during the commissioning ceremony.

Museveni criticized money lenders as “criminals,” noting how they exploit vulnerable borrowers with unfair agreements disguised as sales. The President emphasized that addressing the high cost of credit is essential to modernizing Uganda’s key sectors—agriculture, manufacturing, services, and ICT—that are critical to driving the country’s economic growth.

The Ugandan government has prioritized these sectors through UDB, which offers support to agriculture, manufacturing, tourism, and infrastructure to advance the national development agenda. In 2023, UDB was capitalized with UGX 65 billion to support job creation, increase production output, enhance tax contributions, and boost foreign exchange. That same year, UDB disbursed UGX 610 billion, with a significant portion allocated to agro-industrialization (UGX 187 billion), manufacturing (UGX 211 billion), and primary agriculture (UGX 39 billion).

State Minister for Kampala and Metropolitan Affairs, Kabuye Kyofatogabye, echoed Museveni’s sentiments at a recent trade exhibition at the Namukekera-Liao Shen Industrial Park in Nakaseke district. The Minister urged entrepreneurs to utilize UDB’s affordable credit, warning against the misuse of government loan programs, which has led to challenges with repayment.

“UDB is offering low-interest loans, and I encourage you to take advantage. However, some borrowers abuse these programs by not using the funds as intended or making excuses to avoid repayment,” Minister Kyofatogabye said.

During the exhibition, UDB showcased several successful projects it funded, including EcoPlastile, which manufactures eco-friendly roofing tiles from recycled plastic waste, and Sanga VetChem Ltd, a producer of veterinary drugs. UDB’s support has enabled these companies to scale up production, create jobs, and contribute to Uganda’s tax base.

In 2023, enterprises funded by UDB contributed UGX 236 billion in domestic taxes, with manufacturing accounting for 47%, agro-processing 27.9%, and agriculture 15%. The projects supported by UDB created and maintained over 51,800 jobs, with agriculture and agro-processing being the leading sectors in job creation.

Museveni reaffirmed the government’s commitment to fostering economic growth through accessible financing, emphasizing that UDB’s affordable credit is a key tool for building a modern and self-sufficient economy.

Uganda is grappling with a growing mpox outbreak, following the confirmation of two cases in the western Kasese district in July 2024. Since then, the outbreak has spread to 11 districts, with 51 confirmed cases reported as of October 2, 2024. Of these, 24 patients have recovered.

The Ministry of Health, with support from the World Health Organization (WHO) and other partners, has launched a comprehensive response plan to curb the spread of the virus. Key measures include enhanced disease surveillance, active case finding, testing, clinical care, and community engagement to promote protective health practices.

WHO has played a crucial role in bolstering Uganda’s response by improving health worker capacity, reinforcing laboratory systems, and introducing electronic surveillance systems for data collection and contact tracing in five districts. These digital tools have been vital in tracking the spread of the virus and improving response times.

The Ministry of Health’s efforts are supported by resources such as sample collection kits donated by WHO, funded by the Federal Republic of Germany. Over 800 samples have been tested so far, with the kits proving essential in diagnosing cases and enabling timely treatment.

Public awareness campaigns are also in full swing, with WHO and partners distributing over 226,000 posters and 280,000 flyers in multiple languages to raise awareness about mpox prevention. In Mayuge district, sensitization efforts have reached 142 schools and 28 places of worship, emphasizing prevention and combating stigma.

Mpox survivor Godwin Asimwe, who initially mistook his symptoms for malaria, recalls the fear he felt upon diagnosis. Now fully recovered, Asimwe stresses the importance of hygiene and early medical attention. Similarly, 24-year-old Esther Kisakye, another survivor, faced stigma during her recovery but expressed gratitude for the follow-up support from health teams.

As of early October, 263 contacts have been listed in the GoData system, which has significantly improved contact tracing efforts compared to previous manual methods. WHO continues to support district task forces as part of an ongoing commitment to help Uganda navigate this crisis and build a more resilient health system.

“As WHO, we remain fully committed to supporting Uganda through this crisis and ensuring the health system is equipped to handle future public health threats,” said Dr. Charles Njuguna, Acting WHO Representative in Uganda.

The Bank of Tanzania (BoT) has announced its decision to keep the benchmark interest rate steady at six percent for the fourth quarter, aiming to boost consumer and business spending and sustain the country’s ongoing economic recovery. This marks the second time the rate has remained unchanged since it was raised from 5.5 percent in April.

BoT Governor Emmanuel Rutuba, who chaired the Monetary Policy Committee (MPC) meeting, explained that low inflation, which remains below the five percent target, was a key factor in the decision. He noted that inflation is expected to remain stable, potentially leading to lower commodity prices.

Governor Rutuba also highlighted the positive outlook for the Tanzanian economy, pointing to increased foreign exchange inflows from tourism and mining. He emphasized that sectors like agriculture, transport, and manufacturing have played a crucial role in private sector growth, supported by public investment in infrastructure.

The BoT’s projections are optimistic, with expectations of favorable weather conditions benefiting agriculture and power generation, along with improvements in infrastructure, such as railways, roads, and ports.

Despite the decision to keep rates unchanged, Tanzania maintains the lowest lending rate in the East African Community (EAC). In comparison, Kenya’s central bank recently lowered its benchmark rate to 12.75 percent, while Uganda’s stands at 10 percent, Burundi at 12 percent, and Rwanda at 6.5 percent.

Kasambya Member of Parliament, Hon. David Kabanda, has strongly criticized the recent sanctions imposed on Ugandan officials by Western countries, including the United States, following allegations of human rights abuses and torture by senior police officers. These accusations center around the mistreatment of opposition figures such as Hon. Francis Zaake.

Hon. Kabanda claims that the sanctions are part of a larger scheme orchestrated by Uganda’s opposition, led by Bobi Wine, in collaboration with what he describes as “enemies of Uganda and Africa.” He argues that these international measures are designed to weaken Uganda’s security forces and create instability as the country approaches the 2026 elections.

“The opposition groups want to use the enemies of Uganda & Africa to prepare violence during & after elections. All these sanctions against our able security officers are a tool by our enemies to scare the security forces from combating crime. Violence has no space on our soil,” Kabanda stated.

Kabanda views the sanctions as an attempt to undermine Uganda’s security apparatus, which he insists is essential for maintaining peace and stability during the electoral period. He emphasized the critical role of the security forces in preventing election-related violence.

However, Kabanda argues that these actions are politically motivated, aimed at discouraging Uganda’s security forces from effectively performing their duties.

As Uganda gears up for the 2026 elections, the debate surrounding these sanctions and their implications for the country’s political landscape is expected to intensify.

The Karamoja sub-region continues to grapple with severe food security and nutrition challenges driven by erratic weather patterns, poor environmental conditions, and inadequate infrastructure. To address these chronic issues, the 2023 Food Security and Nutrition Assessment (FSNA) was conducted across all nine districts of Karamoja in March and April 2023. The assessment aimed to provide timely, verifiable data to inform program and policy interventions in the region.

Supported by development partners, the FSNA employed both quantitative and qualitative research methodologies, including the internationally recognized SMART method. Data was collected from 4,389 households, assessing 3,424 women of reproductive age and 5,218 children under five. This large-scale effort covered 363 Enumeration Areas (EAs) across the districts of Abim, Amudat, Kaabong, Karenga, Kotido, Moroto, Nabilatuk, Nakapiripirit, and Napak.

The results will guide more targeted interventions to combat the persistent food insecurity in Karamoja, with hopes of improving the region’s resilience against future crises.
