In a major step toward securing climate-focused investments, six innovative Ugandan businesses will pitch their low-carbon projects to investors this November, aiming to raise over $28 million in funding. These businesses, selected as part of the UK-funded Climate Finance Accelerator (CFA) Uganda program, represent sectors such as waste management, transportation, energy, and agriculture, all with the potential to reduce carbon emissions and benefit communities across the country.

Chosen from over 140 applicants, the six companies are part of CFA Uganda’s second phase, a capacity-building initiative designed to connect climate-focused businesses with investment opportunities. With support from both Ugandan and international experts, these businesses will receive customized guidance on financial modeling, pitching strategies, and improving gender equality and social inclusion (GESI) aspects within their projects.

In addition to the six businesses, four others will take part in CFA webinars to prepare for future CFA opportunities. Chargé d’Affaires Philip Smith expressed enthusiasm for the new cohort, highlighting their potential to secure investment for their climate-resilient projects.

The project developers will gather in Kampala in November for an in-person pitch event with investors, followed by a virtual session with regional stakeholders. In December, four projects will head to London for another round of investor meetings, capitalizing on CFA’s global connections to drive lasting financial support for Uganda’s climate goals.

Kampala, Uganda’s bustling capital, has seen its daytime population surge by 76%, reaching 2.5 million, according to the 2024 Population and Housing Census. This rapid growth solidifies Kampala’s position as the country’s most populous urban area, with other cities such as Arua (440,540), Mbale (371,626), and Jinja (363,134) also experiencing substantial increases.

Helen Nviri, Director of Population and Social Statistics, expressed concerns over the strain this rapid urbanization places on city infrastructure. “Our cities are growing faster than the infrastructure can keep up with. We are seeing more people flocking to urban areas, but we need better planning to manage this surge and provide the services these people need,” Nviri stated.

Urban centers like Mbarara (324,974), Masaka (328,485), and Gulu (323,888) have also witnessed significant population growth, further intensifying the demand for housing, water, and transportation services.

Chris Mukiza, Executive Director of UBOS and Census Commissioner, highlighted Uganda’s overall population growth, which now stands at 45.9 million, up from 34.6 million in 2014, with a 2.9% growth rate. “Females make up the majority of the population at 53%, while males account for 47%. This surge is driven by both natural population growth and urban migration, especially in key economic hubs like Kampala,” Mukiza explained.

Mukiza emphasized the need for long-term urban planning, particularly in sectors such as health, education, and employment, to accommodate the growing population. He noted that Uganda’s literacy rate has improved to 74%, but challenges persist in keeping children in school, especially at the secondary level, where attendance is only 22.3%.

With 50% of the population under the age of 17, the pressure on education and employment sectors continues to mount, making sustainable development a priority for Uganda’s future.

On September 23, dfcu Bank unveiled its GROW initiative in Owino Market, Kampala, a bustling commercial hub where thousands of traders, many of them women, work to grow their businesses. The GROW initiative marks a significant leap forward in supporting Uganda’s women entrepreneurs, offering them tailored financial solutions aimed at overcoming barriers to business expansion.

Speaking at the launch, dfcu’s Executive Director and Chief Financial Officer, Kate K. Kiiza, highlighted the unique challenges faced by women traders, such as limited access to funding and financial services. “We understand that women traders have distinct challenges, including difficulty accessing loans and grants, which often hinder their ability to grow their businesses. As a key partner in the GROW Project, we are committed to addressing these issues,” Kiiza stated.

The initiative will provide women entrepreneurs across Uganda with affordable interest rates, flexible payment plans, and financial literacy programs under dfcu’s Women in Business (WiB) program. WiB has already impacted 80,000 women in Uganda by offering both financial support and essential business skills, further solidifying dfcu’s role in fostering women-led businesses.

Inside the tin walls of a small, smoke-filled kiosk, Joseph Deng Chol and his wife dish up beans and flatbreads, grateful for the resources that now fuel their own business. Chol, a South Sudanese refugee, opened his food stall in August 2020 after completing a training course sponsored by Finn Church Aid, a nonprofit supported by UNHCR, the United Nations refugee agency.

Chol, like many of the 125,000 displaced people in the Palorinya Refugee Settlement in northern Uganda, fled South Sudan’s brutal civil war. Now, his business has become a lifeline. “With the profits, I can provide for my family, pay for my children’s education, and even save for emergencies,” said Chol, 38, who escaped to Uganda in 2018 after rebels attacked his village.

In nearby Palabek Refugee Settlement, women refugees are also finding ways to support their families, making chip stones for construction to earn a living. Thanks to training programs, they are learning skills that make them self-reliant in an environment where access to education, employment, and healthcare remains scarce.

Uganda, which hosts the largest number of refugees in Africa and the third largest globally, has welcomed over 1.6 million refugees, mostly from South Sudan. Despite the challenges, local and international organizations are stepping in to offer solutions.

One such organization, the Salesians of Don Bosco, has built schools and vocational training centers in Palabek. Their farming program provides refugees with resources to cultivate small gardens, helping families grow their own food and generate income. “We are implementing these projects to improve the livelihoods of refugees so they are not solely reliant on donations,” said Rev. Lazar Arasu, director of Don Bosco Palabek Refugee Services.

Finn Church Aid also offers extensive support, including training in hairdressing, carpentry, and tailoring, empowering refugees to start businesses and gain financial independence. For younger refugees, scholarships open doors to further education and job opportunities.

Thanks to these initiatives, thousands of refugees in northern Uganda are now living independently, building a future where self-reliance replaces dependency.

In a decisive move to uphold human rights, the U.S. Department of State has sanctioned four members of the Uganda Police Force (UPF) due to their involvement in egregious human rights abuses, including torture and cruel treatment. The officials designated are Bob Kagarura, the former Wamala Regional Police Commander; Alex Mwine, the former District Police Commander for Mitanya District; Elly Womanya, a former Senior Commissioner and Deputy Director of the Criminal Investigations Division; and Hamdani Twesigye, a former Deputy Inspector of Police assigned to the Special Investigations Unit (SIU).

The sanctions render these individuals and their immediate family members generally ineligible for entry into the United States. The U.S. government has based its decisions on credible reports from Ugandan civil court documents, civil society organizations, and independent journalists, which detail the serious human rights violations committed by these officials.

By taking this action, the U.S. is reinforcing its commitment to promoting accountability and advancing the human rights of all Ugandans. The sanctions are in line with Section 7031(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2024.

ITHUBA Uganda, the official operator of the Uganda National Lottery, has secured three esteemed awards at the African Marketing Confederation Awards 2024, recognizing its impactful marketing strategies. The accolades were bestowed during a ceremony held in Mombasa over the weekend, highlighting the top marketing teams and brands from across Africa.

The company’s innovative “Billionz Zizino” campaign garnered attention for its creativity and effectiveness, earning accolades in both Silver and Bronze categories. Stephen Muneza, the Public Relations Officer, announced that ITHUBA Uganda received the Silver award for ‘Best Social Media Campaign of the Year,’ acknowledging the campaign’s significant engagement and impact across social platforms.

Additionally, the company secured a Bronze award for ‘Campaign of the Year,’ which celebrates the most outstanding marketing efforts of the year, showcasing ITHUBA’s creative approach to lottery marketing. As the newly appointed official operator of Uganda’s National Lottery, ITHUBA Uganda is committed to ethical and efficient operations, aiming to set the standard for lottery operations in Uganda and serve as a model of excellence globally. The lottery not only generates funds for public projects and job opportunities but also prioritizes responsible gaming to ensure the welfare of its participants.

Uganda’s foreign exchange reserves decreased by 4.3% in the three months leading to the end of July, continuing a recent downward trend, according to a report released by the central bank on Wednesday. As of July, the reserves stood at $3.3 billion, sufficient for approximately three months of imports, down from $3.5 billion at the end of April.

The Bank of Uganda attributed the decline to several factors, including increased external debt service payments, difficulties in securing external loans at favorable terms, and limited foreign exchange purchases. In response, the central bank has begun purchasing gold to bolster and diversify its reserves.

“The reduction in reserve assets highlights the urgent need for improved public debt management and strategies to enhance foreign exchange inflows,” the bank stated. Although Uganda’s public debt remains sustainable, it is considered to carry a “moderate risk of debt distress,” necessitating careful planning to mitigate potential vulnerabilities.

Looking ahead, the economy is projected to grow between 6.0% and 6.5% in the 2024/25 financial year, supported by increased private sector investment and the anticipated start of oil exports next year.

The Uganda Bureau of Statistics (UBOS) is set to release the final results of the 2024 National Housing and Population Census at a high-profile event on Thursday, with President Yoweri Museveni as the chief guest. The event will take place at Serena Hotel Kampala.

UBOS Principal Public Relations Officer Didacus Okoth revealed that the census results will address five critical areas: Uganda’s total population, the distribution of its citizens, their living conditions, possessions, and access to essential services.

Preliminary figures from the census estimate Uganda’s population at 45.9 million, with a young demographic—50.5% of the population is under 17 years old.

“The public will gain access to the latest data on Uganda’s demographics, housing patterns, and socio-economic conditions,” Okoth stated.

To provide further context and interpretation of the data, UBOS has enlisted experts from various institutions, including Makerere University, to offer comprehensive analysis during the event.

Child rights advocates are pushing for urgent policy reforms to combat the healthcare discrimination faced by children in marginalised communities. Their call follows research from the Lancet Commission on Racism and Children’s Health, which exposes severe disparities in healthcare access for vulnerable children.

Hans Patrick Mulindwa, Co-Founder and Programs Manager at Climate Operation, highlighted the significant barriers these children face, including discrimination and limited treatment options. He stressed that many children, especially those from poor backgrounds, are unable to advocate for their healthcare needs, leaving critical decisions to their parents.

The Lancet Commission, a global initiative involving countries like Uganda, Brazil, the UK, and Australia, aims to shed light on how healthcare inequalities impact children. The research, scheduled for release in December, indicates that children in disadvantaged areas often struggle to access healthcare due to high costs and the long distances to facilities.

“Many children find healthcare services either too far or too expensive, forcing them to rely on substandard alternatives,” said Mulindwa. The findings are expected to inform policymakers about the need for reforms to ensure healthcare is more affordable and free from discrimination.

Mulindwa also emphasized the importance of addressing the intersection between healthcare and climate change, which is worsening the situation. “There is no future if we do not work together. Climate change is intensifying healthcare challenges, and we must tackle both issues simultaneously,” he noted.

The healthcare crisis is particularly severe in rural areas. Touch the Heart Uganda, a youth-led NGO, raised concerns about inadequate medical services in Chebando and Okatale zones. Alupo Manuella Peggy, Assistant Project Coordinator, pointed out that the nearest health facility is in Komamboga, which is far for most residents, resulting in delayed care and preventable health crises.

“Diseases like sickle cell often don’t show immediate symptoms, and many people don’t realize they need medical help until it’s too late,” Alupo explained, adding that the NGO faces significant resource constraints, including a lack of essential medical equipment during outreach programs.

Touch the Heart Uganda is calling for greater collaboration between the government, local leaders, and civil society to establish more health centers in underserved areas. Advocates hope that the upcoming Lancet Commission report will drive policymakers to prioritize healthcare reforms and ensure equal access to quality care for all children.

As the world grapples with the challenges of climate change, the transition to clean energy has become not just a necessity but a global priority. Clean energy refers to energy sources that produce little to no greenhouse gases when generated. These include solar, wind, hydropower, geothermal, and biomass, which offer sustainable alternatives to traditional fossil fuels like coal, oil, and gas. The burning of fossil fuels accounts for around 73% of global greenhouse gas emissions. This heavy reliance on non-renewable energy is driving climate change, leading to rising temperatures, extreme weather patterns, and devastating environmental impacts. The need for clean energy has never been more urgent. The United Nations highlights that switching to renewable energy sources is one of the most effective ways to reduce carbon emissions. By 2050, the global energy sector can cut 75% of its CO2 emissions by transitioning to renewable energy.

In recent years, the global adoption of clean energy has accelerated. According to the International Energy Agency (IEA), renewable energy sources contributed 29% of global electricity generation in 2022, with the majority coming from wind and solar. Solar power, in particular, has seen exponential growth, with installed capacity increasing by 22% annually over the last decade. Wind power has also played a significant role in the clean energy transition. As of 2023, wind energy accounts for 9% of global electricity generation, with countries like the United States, China, and Germany leading the charge in wind energy development. Hydropower remains the largest source of renewable electricity, contributing around 16% of global energy. While it is a more established form of clean energy, new innovations in small-scale hydropower systems are emerging to provide electricity to remote areas without access to national grids.

The transition to clean energy is not only vital for the environment but also for economic growth. The renewable energy sector is rapidly creating job opportunities. According to the International Renewable Energy Agency (IRENA), the renewable energy industry employed over 12 million people globally in 2022, with the potential to create 42 million jobs by 2050 if global renewable energy targets are met. For regions like Africa, clean energy represents a major opportunity for growth and development. Despite having 60% of the world’s best solar resources, Africa currently accounts for just 1% of installed solar capacity. However, with investments in solar and wind infrastructure, Africa can bridge its energy access gap while contributing to global emissions reduction efforts. In Uganda, the government has prioritized expanding access to electricity through renewable energy sources. The Uganda Vision 2040 aims to ensure that 100% of Uganda’s energy mix comes from renewable energy sources by 2040, with solar and small-scale hydropower at the center of its plans.

Clean energy is a critical solution to the pressing environmental challenges we face today. As technology advances and costs continue to fall, clean energy becomes more accessible to communities across the globe. With the global commitment to clean energy, we are paving the way for a sustainable future where economic growth is aligned with environmental preservation. Governments must play a pivotal role in this transition by prioritizing investments in renewable energy infrastructure, offering incentives for clean energy projects, and implementing policies that phase out fossil fuels. By promoting research and development in clean technologies and ensuring that regulations encourage renewable energy adoption, governments can accelerate the shift towards a sustainable energy future, creating jobs, protecting the environment, and ensuring energy security .The fight against climate change can only be won by transitioning to a clean energy economy, ensuring a safer, greener, and more prosperous planet for future generations.

On Wednesday, October 2, 2024, Egyptian President Abdel Fattah El-Sisi held a significant meeting with Uganda’s Chief of Defence Forces, General Muhoozi Museveni, in Cairo. The meeting was also attended by Egypt’s Commander-in-Chief of the Armed Forces and Minister of Defense, General Abdel Mageed Saqr.

During the talks, General Muhoozi conveyed warm greetings and appreciation from Ugandan President Yoweri Museveni to President El-Sisi. In response, President El-Sisi expressed his admiration for President Museveni and praised the enduring historical ties between Egypt and Uganda.

Both leaders reaffirmed their commitment to strengthening bilateral cooperation, with a particular focus on the military sector. They emphasized the importance of working together across various fields to deepen their strategic partnership.

The discussions also extended to regional and continental matters, exploring ways to enhance joint development efforts among African nations. Particular attention was given to fostering cooperation within the Nile Basin, as well as in the Horn of Africa and East Africa, to advance the common interests of African countries.

Bugweri County MP, Abdu Katuntu, has publicly denied reports suggesting he has officially joined the ruling National Resistance Movement (NRM), clarifying that while he works closely with the party, he remains an independent member of parliament.

Katuntu’s response comes after The Observer reported that President Yoweri Museveni informed NRM MPs that both Katuntu and Ojara Mapenduzi, MP for Bardege-Layibi, had joined the party. In a closed-door meeting, Museveni referred to Katuntu as someone who had “seen the light,” despite previously labeling him a “poisonous mushroom” in 2005.

Addressing the reports, Katuntu admitted to collaborating with the NRM but explained that under current Ugandan law, he cannot officially cross over to another party until one year before the end of his term.

“You can’t join any other party before six months to the end of your term unless you’re prepared to lose your seat,” Katuntu said.

While speaking on Capital Gang, a popular political talk show, Lydia Wanyoto, chairperson of the NRM Women’s League, congratulated Katuntu and Mapenduzi for allegedly joining the NRM. She welcomed their “value addition” to the party, further fueling speculation.

Katuntu, however, used the same platform to set the record straight. “If you are a beautiful girl in the village, everyone would wish to have you, but you eventually make a choice,” he remarked, emphasizing that no formal decision has been made regarding his political future.

Katuntu acknowledged that many of his current positions, such as chair of a parliamentary committee and member of the Pan-African Parliament, were facilitated by the NRM, but maintained his independence. “I work with them for parliamentary business, and I have no apologies,” he stated.

Kira Municipality MP Ibrahim Ssemujju Nganda argued that Katuntu’s close collaboration with the NRM suggests he has effectively joined the party. He noted that Museveni’s comments about Katuntu “seeing the light” imply a significant shift in the MP’s political alignment.

Ssemujju concluded, “That transformation would naturally lead anyone to draw the conclusion that he has joined the NRM.” Despite this, Katuntu remains adamant that his collaboration does not equate to formal membership.

Parliament has expressed serious concerns over Kyambogo University’s continued offering of 63 courses unapproved by the National Council for Higher Education (NCHE). Lawmakers criticized the university for failing to renew these “expired” courses, which compromises the quality of education and risks devaluing student qualifications.

The Auditor General’s report revealed that these unapproved programs, alongside outdated curricula, could harm students’ job prospects. MPs also raised alarm over the inadequate practical training for Civil Engineering students, which may affect their competitiveness in the job market.

The university, however, attributed the issues to lengthy consultations and a lack of funding. Despite appeals to the Ministry of Finance, the challenges remain unresolved, with further concerns mounting over UGX 19 billion in outstanding payables and student strikes over a 50% tuition hike.

Old girls of St. Tereza Girl’s Culcutta Secondary School raised over UGX 10 million at a fundraising dinner held yesterday evening at Kembambazi Restaurant, Naguru, Kampala. The funds will go towards purchasing computers for the school.

During the opening of the event,  she emphasized the significance of the symposium in sharpening the future of the NRM party, and its relationship with the diaspora. To this end, she informed the participants that the gathering aimed at mobilizing Ugandans in the diaspora(Canada); encouraging them to support the transformation of Uganda.

She added that this would benefit the country in several ways, increase Uganda’s remittances from abroad, attract more tourists and increase Foreign Direct Investment (FDI); these will strongly contribute to a significant step toward achieving the country’s Vision 2040.

She further assured the diaspora that NRM government was committed to supporting the people in the Diaspora, to lead friutiful and dignified lives in their countries and urged them, to restrain from the misrepresentation and defamation being spread against Uganda by bad political elements.

She assured them that the NRM government was ready to work with every Ugandan irrespective of their political affiliation, and thus, called upon them to support the continuity of the mighty NRM Party and Vote in big numbers for H.E the President of the Republic of Uganda Gen. Yoweri Kaguta Museveni come 2026.

Rt. Hon. Rukia Nakadama thanked H. E. the President of the Republic of Uganda for his continuous support toward this event every year, and commended him for his dedicated leadership.

Minister for Presidency, Hon. Babirye Milly Babalanda, called upon everyone to support the efforts of the NRM government, under the wise leadership of H.E. Gen. Rwanda has reported six fatalities following an outbreak of the Marburg virus, a highly contagious hemorrhagic fever similar to Ebola, the Ministry of Health announced on Saturday.

The virus, known for causing severe fever, bleeding, and organ failure, has infected 20 patients who are currently receiving treatment, according to Health Minister Sabin Nsanzimana.

“The majority of those affected, including the deceased, were health workers,” Nsanzimana noted, adding that contact tracing and testing efforts are ongoing to curb the spread.

Marburg belongs to the filovirus family, which includes Ebola, notorious for causing deadly outbreaks across Africa. Tanzania had reported cases in 2023, while Uganda’s last outbreak occurred in 2017. The three countries share porous borders, increasing the risk of transmission.

The virus is believed to originate from African fruit bats, which carry the pathogen without falling ill. It was first identified in 1967 in the German city of Marburg after lab workers were exposed to infected green monkeys imported from Uganda.

Marburg can spread to primates, including humans, and human-to-human transmission occurs through contact with bodily fluids such as blood. Fatality rates have varied from 24% to 88% in past outbreaks, depending on the virus strain and quality of care, according to the World Health Organization (WHO).

Currently, there are no approved vaccines or antiviral treatments, though experimental therapies and vaccine candidates are being tested.

In a gesture of camaraderie, South Sudan’s Chief of Defense Forces (CDF), Gen Santino Deng Wol, was hosted by Gen Muhoozi Kainerugaba, Uganda’s Senior Presidential Adviser for Special Operations, for a dinner at Serena Kigo. The event celebrated the strengthening ties between the two nations.

The gathering included notable Ugandan officials such as Inspector General of Police Abbas Byakagaba, Commissioner General of Prisons Johnson Byabashaija, and the heads of ESO and ISO. High-ranking military officers from both sides were also in attendance.

Gen Santino praised the enduring connection between South Sudan and Uganda, emphasizing that “we are one people.” He expressed gratitude for the hospitality and the warm reception during his visit.

Gen Kainerugaba echoed these sentiments, promising that the two militaries would foster even closer cooperation, aimed at enhancing security and relations in the region. Earlier that day, both leaders held discussions on regional security issues at the Defence Intelligence and Security Headquarters.

Prominent human rights lawyer Isaac Ssemakadde has been elected as the new president of the Uganda Law Society (ULS), securing a decisive win with 2,101 votes. Ssemakadde triumphed over his opponent, Isaac Atukunda, who garnered 920 votes in the closely watched election held at Speke Resort Munyonyo on Saturday.

The event drew a large turnout of legal professionals, including state attorneys from the Attorney General’s Chambers, representatives from the Office of the Director of Public Prosecutions, and senior advocates from across the country.

Ssemakadde will succeed Bernard Oundo as president, marking a new chapter in the leadership of the ULS.

The Ugandan government plans to reduce spending by over 20% and cut domestic borrowing by more than half in the 2025/26 fiscal year, according to the Finance Ministry. This move comes amid growing concerns over the country’s rising public debt, which has prompted credit rating downgrades from Fitch and Moody’s.

Projected government spending for 2025/26 is set at 57.4 trillion Ugandan shillings ($15.56 billion), down from 72.1 trillion shillings in the current fiscal year. The government also plans to reduce domestic borrowing to 4.01 trillion shillings ($1.09 billion), marking a 53.9% decrease compared to 2024/25.

While no specific reason was provided for the cuts, Finance Ministry Permanent Secretary Ramathan Ggoobi stated that the government will prioritize funding in agro-industrialization, tourism, and mineral sectors, including petroleum. He also noted that external debt repayments are expected to rise, further constraining domestic spending.

Non-Governmental Organizations (NGOs) engaged in philanthropy are urging the government to grant tax exemptions as a way to encourage local generosity. This call was made during a symposium for journalists, communication experts, and civil society representatives organized by the Uganda National NGO Forum (UNNGOF) in collaboration with CivSource Africa, held at Royal Suites Hotel in Kampala.

Representing over 700 NGOs nationwide, UNNGOF’s Head of Governance and Civic Engagement, Chris Nkwatsibwe, shared that they have begun discussions with the government on creating a policy to support charitable giving. One key demand is tax relief for organizations involved in philanthropy. Nkwatsibwe revealed that after a meeting with officials from the Ministry of Labour and Social Development, there was some commitment from the government to gradually ease the tax burden on philanthropic NGOs.

“We believe this is long overdue because NGOs significantly contribute to the national economy. Why should we face barriers in carrying out our work?” Nkwatsibwe questioned.

Robert Ninyesiga, Program Coordinator for Philanthropy at UNNGOF, expressed frustration over the complex and costly registration processes for NGOs, which often discourage charitable efforts.

“Bureaucracy is making it hard to engage in charity work. Sometimes we travel across the country to meet requirements, and many give up due to the financial strain,” he said.

Jacqueline Asiimwe, CEO of CivSource Africa and Chairperson of the East African Philanthropy Network, also called on the media to amplify the stories of local philanthropists. She emphasized that these contributions are substantial but often go unrecognized, reinforcing the misconception that Uganda depends solely on foreign aid.

“We have local philanthropists contributing billions of shillings, but their efforts are not highlighted. We need the media to help change this narrative and inspire more local giving,” Asiimwe said.

President Yoweri Museveni, in a speech delivered by Tourism Minister Col Tom Butime at the World Tourism Day celebrations in Kasese, emphasized the critical role of tourism in promoting peace and unity in Uganda. The President highlighted how tourism fosters socio-economic transformation and builds harmony in regions recovering from conflict.

The Electoral Commission (EC) has announced November 14 as the date for the Kisoro Woman Member of Parliament by-election, following the death of Sarah Mateke Nyirabashitsi, the state minister for Defense and Veteran Affairs, who passed away from a heart attack on September 7.

The Ministry of Interior has signed a Memorandum of Understanding (MoU) with the Ministry of Tourism to enhance security measures for tourists in Kenya. The agreement was signed by Interior Cabinet Secretary Kithure Kindiki and Tourism Cabinet Secretary Rebecca Miano.

CS Kindiki highlighted that the partnership will strengthen cooperation with the National Police Service (NPS) to ensure a safe and positive travel experience for both domestic and international tourists. He noted that the initiative is expected to boost the tourism sector and create more job opportunities in the country.

“To achieve this, we’ve signed an MoU to enhance collaboration with the NPS through the Tourism Police Unit (TPU), ensuring the necessary resources and support to safeguard tourists’ security,” Kindiki said.

The World Bank has announced new measures to ensure recipients of its loans in Uganda are not subjected to discrimination under the country’s controversial Anti-Homosexuality Act (AHA). These measures, which include an independent monitoring system, will apply to both ongoing and new projects in Uganda.

The Anti-Homosexuality Act, enacted in May last year, has drawn international condemnation. It imposes life imprisonment for same-sex relations and the death penalty for “aggravated homosexuality.” In response, the World Bank suspended new lending to Uganda, citing the law’s conflict with its values.

As one of Uganda’s largest funders, particularly in infrastructure sectors like roads and energy, the World Bank’s suspension dealt a heavy financial blow to the country. “We will not propose any new public financing for Uganda until we are confident that mitigation measures are in place,” a World Bank spokesperson said.

LGBT activists in Uganda, however, are skeptical of the bank’s new measures. Richard Lusimbo, a leader at Convening for Equality (CFE), an LGBT advocacy group, criticized the steps as a “facade” offering only an illusion of protection. The activists continue to call for the funding ban to remain in place as long as the anti-gay law is in force.

Rain pattered on the leaves in Barcelona’s Ciutadella Park as a 20-year-old orphaned migrant sat on a concrete bench, scrolling through WhatsApp messages and puffing a cigarette. His thoughts were thousands of kilometres away, on his village in Mali where jihadists had upended his life.
“I travelled for two years, and I left because of the war,” he says, eyes fixed on the wet pavement. Islamic militants killed his parents and his siblings were missing.
Believing he was the last of his family, the young man packed his bags for a perilous, two-year journey that ultimately brought him to Spain, where he is now seeking asylum.

“The day I left the village, there was another attack,” he said. “From the morning, everyone already knew there were terrorists.”
Just as they had in the young migrant’s village, jihadis struck Mali’s capital, Bamako, just before dawn prayers early last week. They killed dozens of students at an elite police training academy, stormed Bamako’s airport and set the presidential jet on fire.
The September 17 attack was the most brazen since 2016 in a capital city in the Sahel, a vast arid region stretching across sub-Saharan Africa south of the Sahara Desert.
It showed that jihadist groups with links to al Qaeda or Islamic State, whose largely rural insurgency has killed thousands of civilians and displaced millions in Burkina Faso, Mali and Niger, can also strike at the heart of power.
Overshadowed by the wars in Ukraine, the Middle East and Sudan, conflict in the Sahel rarely garners global headlines, yet it is contributing to a sharp rise in migration from the region towards Europe at a time when anti-immigrant far-right parties are on the rise and some EU states are tightening their borders.

According to the U.N.’s International Organization for Migration (IOM), the route to Europe with the steepest rise in numbers this year is via West African coastal nations to Spain’s Canary Islands.
IOM data shows the number of migrants arriving in Europe from Sahel countries (Burkina, Chad, Mali, Mauritania, Niger, Nigeria and Senegal) rose 62% to 17,300 in the first six months of 2024 from 10,700 a year earlier, a rise the U.N. and the IOM have blamed on conflict and climate change.
Fifteen diplomats and experts told Reuters the swathes of territory under jihadist control also risk becoming training grounds and launchpads for more attacks on major cities such as Bamako, or neighbouring states and Western targets, in the region or beyond.
Jihadi violence, especially the heavy toll it has taken on government troops, was a major factor in a wave of military coups since 2020 against Western-backed governments in Burkina Faso, Mali and Niger, the countries at the heart of the Sahel.
The military juntas that replaced them have since swapped French and U.S. military assistance for Russians, mainly from Wagner’s mercenary outfit, but have continued to lose ground.

“The entire situation in those countries is screwed up ever since the military coups,” Van Ostaeyen said. “So the only ones that are now trying to fill the gap, but are actually making it worse, is the former Wagner group.”
Western powers that previously invested in trying to beat back the jihadists have very little capacity left on the ground, especially since the junta in Niger last year ordered the U.S. to leave a sprawling desert drone base in Agadez.
U.S. troops and the Central Intelligence Agency (CIA) used drones to track jihadists and shared intelligence with allies such as the French, who launched air strikes against the militants, and West African armies.
But the Americans were booted out after they angered Niger’s coup leaders by refusing to share intelligence and warning them against working with the Russians. The U.S. is still looking for a place to reposition its assets.
“Even if during certain periods acts are becoming smaller in number, they are deadlier,” said Heni Nsaibia, a researcher at the U.S. crisis-monitoring group Armed Conflict Location & Event Data (ACLED). “So the fatalities, they are skyrocketing.”
A Reuters analysis of ACLED data found that the number of violent events involving jihadi groups in Burkina Faso, Mali and Niger has almost doubled since 2021.

Since the start of this year, there have been 224 attacks a month on average, up from 128 in 2021.
Insa Moussa Ba Sane, regional migration and displacement coordinator for the International Federation of the Red Cross, said conflict was a major factor behind the increase in migration from the West African coast, with rising numbers of women and families seen along the route.
“Conflicts are at the root of the problem, combined with the effects of climate change,” he said, describing how floods and droughts are both contributing to the violence and driving an exodus from rural to urban areas.

In Burkina Faso, perhaps the worst affected of all, jihadists affiliated with al Qaeda slaughtered hundreds of civilians in a day on August 24 in the town of Barsalogho, two hours from the capital Ouagadougou.
The Institute for Economics and Peace (IEP) in Sydney said Burkina Faso topped its Global Terrorism Index for the first time this year, with fatalities rising 68% to 1,907 – a quarter of all terrorism-linked deaths worldwide.
About half of Burkina Faso is now beyond government control, the U.N. has said, a factor contributing to soaring rates of displacement.
A U.N. panel of experts that monitors the two organisations’ activities estimates that JNIM, the al Qaeda-aligned faction most active in the Sahel, had 5,000-6,000 fighters while 2,000-3,000 militants were linked to Islamic State.
The jihadi groups operate in different areas, at times fighting each other, though they have also struck localised, non-aggression pacts, reports by U.N. experts say.
The groups receive some financial support, training and guidance from their respective global leaderships, but also collect taxes in areas they control and seize weapons after battles with government forces, the reports say.

European governments are divided on how to respond to the conflict. Southern European nations who receive most migrants favour keeping communication with the juntas open, while others object because of human rights and democracy concerns, nine diplomats in the region told Reuters.
One African diplomat said the EU needed to remain engaged as the issue of migration was not going to go away.
“If the context continues, the way it’s structured at the moment, we can’t expect a decrease in migratory flows,” Ba Sane said. “Conflicts are … recurring.”

Key speakers, including Amos Wekesa, Founder and CEO of Great Lakes Safaris, and EU Ambassador Jan Sadek, stressed the importance of community involvement, strategic marketing, and reshaping Uganda’s global image to attract more visitors.

Wekesa highlighted a major obstacle: negative travel advisories from foreign embassies, which he said were unfairly damaging Uganda’s tourism prospects. “These advisories act as trade barriers and invalidate tourist insurance, discouraging travelers despite Uganda being a safe destination,” Wekesa noted. He urged the Ugandan government to work closely with embassies to counter these advisories and promote a more accurate narrative of the country’s safety and beauty.

EU Ambassador Jan Sadek reinforced the connection between tourism and peace, stating, “Tourism shapes Uganda’s global image and drives economic growth.” He urged Uganda to follow the example of countries like Rwanda and South Africa, which have successfully used their histories to promote peace tourism. Sadek encouraged Uganda to rebrand itself by focusing on safety, culture, and national unity, making it more attractive to international visitors.

The EU has been a key supporter of Uganda’s tourism, recently committing €6 million to support accommodations during the pandemic. Ambassador Sadek emphasized that Uganda’s reputation for peace and effective crisis management is critical to attracting tourists, highlighting the need for a strong national image.

Brigadier Felix Kulayigye, UPDF Spokesperson, assured attendees that Uganda is safe for tourists, particularly regions like Karamoja, which have often been perceived as insecure. “Tourism and security go hand in hand. We are committed to ensuring a safe environment for both visitors and locals,” Kulayigye stated.

In a promising move, the government allocated Shs961 billion (approximately $261 million) to the tourism sector in the FY2024/25 budget, a 92% increase aimed at bolstering infrastructure and supporting post-pandemic recovery efforts.

Hon. Justice Stephen Mubiru, renowned for his meticulous and comprehensive judgments, has long been a guiding force in Uganda’s Commercial Court. His rulings are often treated as authoritative resources for legal scholars and practitioners alike, making it almost inconceivable to label any of his decisions as per incuriam—decided in ignorance of the law. However, the Tax Appeals Tribunal has done just that in a surprising turn of events.

A Precedent Reversed in the Black COB Case

The Tribunal’s decision stems from Black COB v Uganda Revenue Authority (URA), a case focused on whether the Tribunal had jurisdiction over an informant’s complaint. URA contended that this was a contractual matter to be heard by ordinary courts, while the Tribunal rejected this argument, claiming its own jurisdiction and setting a new legal precedent.

In the case, Black COB provided URA with critical information about tax evasion by prominent brewers, East African Breweries and Uganda Breweries. URA collected taxes based on this information but did not fully compensate Black COB, claiming that some taxes were unrelated to the informant’s contributions.

URA argued that the Tax Procedures Code Act (TPCA) was not a taxing statute, and thus the Tribunal lacked jurisdiction over disputes arising from it. Black COB, on the other hand, maintained that URA’s discretion on whether to reward informers fell within the Tribunal’s authority.

The Tribunal’s Decision and Its Departure from Mubiru’s Ruling

The Tribunal ruled that penal taxes under the TPCA were indeed taxes, thereby classifying the TPCA as a taxing act. This interpretation contradicted a prior decision by Justice Mubiru, who had previously ruled in Bank of India v NC Beverages and URA that the TPCA was a procedural act, not a taxing one. The Tribunal’s reversal of Mubiru’s earlier ruling has sparked significant debate.

While the Tribunal’s interpretation adhered strictly to the language of the TPCA, critics argue that Mubiru’s approach—considering the broader context and purpose of the TPCA—provided a more nuanced understanding.

A Broader Implication for Tax Jurisdiction

The Tribunal’s ruling could significantly expand its scope, allowing it to hear a wide range of disputes involving tax procedures. As URA prepares to appeal, the case will likely be reviewed by none other than Justice Mubiru himself, adding yet another layer to this evolving legal saga.

A consortium of researchers, in collaboration with Uganda’s Ministry of Gender, Labour and Social Development (MGLSD), the Office of the Prime Minister’s Department of Refugees, Baobab RPC, and the Africa Population and Health Research Centre (APHRC), has launched evidence-based initiatives to address violence against children in refugee settings.

This effort comes in response to the 2022 Violence Against Children Survey (VACS), the first of its kind in humanitarian settings, which revealed high levels of emotional, physical, and sexual abuse among children in Uganda’s refugee settlements. These forms of violence severely impact children’s physical and mental health, as well as their education.

Dr. Bonny Wandera, a researcher at APHRC, highlighted that the initiative aims to encourage survivors of sexual violence to speak out, foster open discussions about abuse, and challenge social norms that perpetuate violence against children.

“Many children are hesitant to seek help, even when they understand the harm they face. To combat this, we have trained parasocial workers who are integrated into refugee communities to identify cases of sexual violence and provide support,” Dr. Wandera explained.

The VACS survey, conducted between March and April 2022, covered youth aged 13 to 24 across 13 refugee settlements in Uganda. The findings were alarming:

• Nearly half of young adults (aged 18-24) had experienced sexual, physical, or emotional violence before turning 18.
• A significant proportion of adolescents (32% of females and 40% of males aged 13-17) faced violence in the past year.
• Most incidents of sexual violence occurred after children arrived in the refugee settlements, with 73% of girls and 53% of boys experiencing their first abuse post-arrival.
• Sexual violence led to school absenteeism, with 26% of girls and 58% of boys (aged 13-17) missing school due to these incidents.
• Mental health struggles were more prevalent among those who experienced childhood violence.

Despite the widespread knowledge of where to seek help, very few survivors disclosed their experiences. Only 17% of males and 5% of females who experienced sexual violence sought assistance, and an even smaller percentage received the help they needed.

The full report, titled Violence Against Children and Youth in Humanitarian Settings: Findings from a 2022 Survey of all Refugee Settlements in Uganda, provides comprehensive insights into the issue.

Col. Edith Nakalema, Head of the State House Investors Protection Unit (SHIPU), has urged academicians to collaborate in addressing Uganda’s growing youth unemployment crisis. She emphasized that the issue is worsened by corruption and limited access to policymakers, calling for both immediate and long-term solutions.

Speaking during a meeting with academics and other leaders on September 18, 2024, Col. Nakalema highlighted that youth (ages 0-35) make up 82% of Uganda’s population, per the 2024 preliminary census results. She acknowledged the valid concerns of young people, stressing that their majority status gives them a significant stake in the country’s future.

The meeting, held at SHIPU’s Kampala office, aimed to explore solutions to youth unemployment, a persistent challenge. Among the attendees were Kyambogo University Vice-Chancellor Prof. Elly Katunguka, Uganda Management Institute (UMI) Director General Dr. James Nkata, UMI Dean of School of Management Science Prof. Gerald Kagambirwe Karyeija, and Hon. Fred Ruhindi, SHIPU’s Pro Bono Legal Advisor.

Col. Nakalema noted that factors like inadequate access to quality education and training, a skills mismatch, and the dominance of the informal sector contribute to youth unemployment. She acknowledged that while the government has introduced programs like the Youth Livelihood Program (YLP), Skilling Uganda, and the Uganda Youth Venture Capital Fund (UYVCF), the unemployment issue remains a serious concern.

Col. Nakalema stressed that the problem needs academic and research-based solutions. The meeting also focused on strategies to enhance job creation, improve the capacity of educational institutions, and align youth competencies with market demands.

Among the proposals presented to the government are tax waivers for youth startups and the establishment of entrepreneurial skill centers at universities to equip graduates with practical skills for income generation. Prof. Katunguka highlighted the importance of enhancing entrepreneurship training, while Dr. Nkata called for a national employment policy to address the broader employment landscape.

Col. Nakalema concluded by noting that President Museveni is set to meet youth leaders in October to discuss the proposals and explore ways to create an environment where young people can contribute to economic growth.

The Abasiita Clan has officially registered at the Bunyoro-Kitara Kingdom (BKK) office. A delegation, led by Vice Chairperson Fred Byenkya, met with Owek. Robert Rukahemura, BKK Social Affairs and Cultural Officer, to formalize their registration.

Representing the clan’s leadership, Byenkya, along with Senior Elder Rev. Kitalibira John, praised the Kingdom for empowering clans through various initiatives. They pledged their support for the Kingdom’s development programs.

Owek. Rukahemura commended the clan for embracing the registration exercise, which aims to streamline and strengthen the kingdom’s clans. He urged unregistered clans to participate in the process, noting that only registered clans will compete in the upcoming BKK-MTN Engada tournament.

To register, clans must submit a constitution, executive committee details, clan cluster leader contacts, and pay a Shs 100,000 fee.

Uganda’s Vice President, Jessica Alupo, has revealed plans to establish a direct flight route between Uganda and Russia, aimed at enhancing the movement of people, goods, services, and capital between the two nations. Alupo made the announcement during a meeting with Russian Federation Council Speaker, Valentina Matvienko, at the Eurasian Women’s Forum in St. Petersburg.

The proposed aviation link is part of ongoing discussions on strengthening bilateral ties, focusing on sectors such as energy, security, and counter-terrorism efforts. This follows a recent visit by a Russian military delegation to Uganda in August, where talks centered on a potential military cooperation agreement.

Uganda and Russia are also collaborating on energy projects, including the development of two uranium power plants that will generate a combined 15,600 megawatts of electricity. President Yoweri Museveni confirmed the project, stating that the two plants will produce 7,400 MW and 8,400 MW, respectively.

The growing partnership between Uganda and Russia is expected to have far-reaching impacts on trade, economic growth, and regional security, with cooperation extending across energy, military, and security sectors. The planned direct flight route will further facilitate trade and connectivity between the two countries.
